تحليـل موازنـة عــام 2013 وبيـان مدى إتساقها مع متطلّبات ألتنمية ألإقتصادية في العـراق

Abstract

The general budget is considered an essential tool to determine the direction of the fiscal policy in any country around the world. It has recently boosted between 2003 and 2013 in Iraq and reflected the deteriorated economy of Iraq in the past years. However, the recent budget (2013) has got distinct features as it is considered the budget of the national improvement of Iraq`s economy for years 2010-2014. It has two features: (1) it is the biggest budget after 2003, (2) it comes after a suitable period from releasing the national economic improvement of Iraq. That largely enables it to reach the goals of the economic improvement initiative in Iraq. The importance of this research relies on the general budgets to support the economic activity in the developing countries like Iraq in which the budget expenses roughly reach 60% of the local income. The issue is about the budget of 2013 and how it can balance between expenses and income, and its ability to support the economic activity of Iraq. This research supposes that the budget of 2013 was different from the previous budgets and how it had changed the expenses of sectors to support others. It will make suitable comparisons by analysing the budgets of 2003 until 2013. Further, it studies the impact of 2013 budget on the requirements of national economic improvement of Iraq.
