Abstract

Unemployment is no longer just an economic problem facing many communities, it has become a nightmare threatens many of the components After that most of the economic and social policies have failed in the face of this dangerous phenomenon and trapping results and its negative effects on development projects, And plans for economic and social reform, Statistics confirm that unemployment rates in many developing countries are rising alarmingly and field studies confirm that unemployment is a threat of financial, moral and criminal offenses committed by the unemployed, As a result of the vacuum and the need and the feeling of despair and frustration in getting suitable for jobs, So The problems of operating and the reduction of unemployment consider as one of the major challenges facing the labor force in developing countries in general and Egypt in particular. And that the unemployment crisis which has become a phenomenon because of the increasing rate of population growth and the increasing number of newly enrolled in the labor market This problem has exceeded the economic capacity of the country to absorb it, because of the existence of idle forces are increasing faster than the rate of economic growth and exacerbate the situation worse effect follow the Egyptian government policy aimed at reducing spending by reducing the budget deficit and reduce public sector employment Egypt is trying hard and through the adoption of an ambitious program of economic reform to face the difficult economic circumstances surrounding the economic environment, which stands at the head dramatic rise in unemployment, so out of this importance has been the theme of our study
