Abstract:The study aimed to try to identify the reality of small and medium industrial enterprises in Iraq and the role played by the employment policies through these projects in providing job opportunities and facing unemployment, as well as obstacles that hinder the activity of these projects, and negatively affect the operation and rates, and ways to overcome them, and identify the role of the State in support of these projects to activate their role in providing employment opportunities. The results revealed that the legal and regulatory forms of the small and medium industrial projects prevailing in Iraq do not exceed three main forms (workshops and individual projects partnership with another individual and joint stock companies). The most prevalent forms in Iraq are workshops and individual projects by 60% And then (partnership with another individual) by 28%. That local projects are unable to survive and survive in light of the increasing competition, as confirmed by more than half of the respondents. The results showed that small and medium enterprises in Iraq suffer from many problems and difficulties that hinder their activities and prevent them from achieving their objectives, and may lead to failure in many cases due to the many problems and difficulties experienced by local projects.
