The Status of Human Development Indicators in Iraq for the Period (2003-2014)

Abstract

important iopics of concern to the community in any part of the world delayed human development efforts and lack of interest in singling does not pffect them , but it also affects the march of an entire people and rastrainprogress, pushing for the dependence of policies and programs that are correctand and rational to draw conclusions and recommendations sci entific efforts to promote and develop human development success of any society and its development depends primarily on the individual development of (healthy beducational subsistence) . inter in these aspects is in important part in the development of any country plans to create a strong base and the people with the hands of a skilled, investing in human capital is along-term inrestment has positive benefits that the individual raised in particulal and the society are rwflected in general, which the explainimportance and value of human dwvwlopment. The research has drawn many conclusions, the most important findings was that the indicators of human health, education and living conditions suffer from neglect and deterioration of their daily life during the study period, Although there has been an improvement in the value of The Human Development Index for Iraq, it is not in line with the reality of human development indicators in the country, characterized by the low level of services provided by the health and education sectors and the worst living conditions. As for the role of government financial resources in achieving human development indicators, the current study found that it has had a positive role in indicators and limited rates that do not reflect the dimension and real status of human development indicators such as the gross enrollment rates in education and the number of beds in government hospitals. The study suggested many recommendations, the most important of which was the need to diversify the sources of public revenues and reduce the dependence on oil in financing the public budget, and the developing of the educational system in the country through increasing of financial allocations for this sector and fill the shortage of educational staff and school buildings Improving the health of individuals and pay attention to the health sector by working to provide the best health services, and the development of laws and legislation governing the work of doctors in private clinics and determine the prices of medicines and wages. The study also recommended the need to introduce investment component in education and health sector, which has a significant role in improving the reality of these sectors, and improve the living conditions of the country by reducing the disparities in the distribution of incomes by imposing progressive taxes targeting the rich. The last recommendation was providing subsidies for those with limited incomes and the poor people, to work seriously to combat financial and administrative corruption and to remove the maximum penalties for those who are proven to be involved in corruption cases to preserve public money and to stop the continuous Squandering public money.
