Abstract

The transformation of the Iraqi government towards the implementation of e-government is not only a way of welfare but a reality imposed by global changes on countries in the developed world or developing countries. The technological progress of modern communications and information and the increasing demand for societies to raise the quality of the work of government institutions have all been imposed on States are shifting towards the implementation of e-government and developing the administrative work of government institutions.
