Abstract

Parliamentary elections in Iraq after 2003 witnessed electoral alliances that represented sub-identities rather than national alliances, especially using the proportional representation electoral system, which was a result of weak coalition governments, and was free of external interventions in drawing up these alliances to form a government. Led to an increase in the authority struggle and lack of confidence among the political parties, and formed a political and administrative structure based on the approach of quotas, affected the outputs of the political system and failure to achieve its objectives, and the spread of corruption.
