Abstract
Abstract : The international community witnessed important developments that affected its composition and relations. On the one hand, the number of persons comprising it increased significantly, after it consisted of a limited number of sovereign independent States, and the emergence of new persons alongside States did not enjoy the title of State, Enjoy an international legal personality such as intergovernmental organizations and individuals, although their personality is not identical to that of the State. On the other hand, this development in the composition of the international community followed the development of international relations. Since its traditional themes revolve around the relations of states in peace and war, especially on issues of diplomatic and consular representation, treaties, war and neutrality, Covering various cultural, economic, social and scientific topics, as well as political relations and organizing new issues relating to outer space, its uses and the environment with its various components.
