Abstract

In recent times, a new type of international conflicts has emerged, represented in those conflicts related to the environment and its components, which are called international environmental conflicts. This latter is considered to be newly emerging in which the entire international community did not become aware of the consequences of their problems and threats until late time. Especially after the 1972 Stockholm Conference, when the seriousness of environmental threats became clear through the increase in international environmental conflicts. Based on that, and due to the danger of environmental conflicts to international peace and security on one hand and to sustainable development on the other hand, all countries saw that the best and most effective way to ensure sustainable protection of the environment lies in avoiding and preventing the occurrence of damage, rather than repairing it. Hence, it pays attention to the issue of avoiding and preventing this type of international conflict, so that anticipating the occurrence of conflict and preventing it is better than settling it after its occurrence based on the principle of "prevention is better than cure
