The Role of the Authorities of Administrates of Control in the Protection of Water Resources

Abstract

Abstract: Water resources become one of the biggest concerns of the international community nowadays. These resources are considered to be one of the environmental fields that must be protected. Most of the countries aim to meet its people needs of water to achieve its security of water as well as a food. Iraq is one of these countries which realized the importance of protecting these resources and running it rationally, considering it as a key resource for economic development. Because of that, Water Resources Protection Act No.(50) of 2008 and Environmental Protection Act of Pollution No. (27) of 2009 were legislated by the Iraqi legislator , trying to establish a national policy aims at protecting this vital resource to meet the social and economic needs as well as guarantee it's sustainability for next generations. So, this study comes to show how the administration that governs authorities management has succeeded in protecting these resources. Such protection that depends, in the first place, on the institutional abilities. Legal texts are not enough for managing any aspect of the individual life unless it has been supported by an active system, which is able to manage issues about these resources through ways provided by the legislator concerning this regard. Therefore, there are multiple administrative controlling authorities that are charged upon carrying out the responsibility of protecting the water resource in Iraq , which is the most important process for its closeness to the individual's rights and freedom.
