Abstract

At the end of the sixties of the twentieth century, international politics witnessed a clear trend towards rapprochement and appeasement in international relations, and by all accounts the change that occurred in those relations began affecting the general climate of the Cold War along its lines and the widening of the fronts of confrontation in it, and it is considered a break with the traditional framework that was frozen In him, those relations for a period of time, due to ideological breaks, politics, international power struggles, and contradictory strategies and interests that were dividing the two blocs (Western and Eastern), as they led to the diminution of the possibilities of open dialogue between them at one time or so.The Conference on Security and Cooperation in Europe (1972-1975) came to show a great deal of flexibility in handling the communication between the two blocs, despite the ideological barrier, due to the broad changes that included the conditions of those same blocs under the influence of the military technological revolution on the one hand, and the growth of the national spirit on the other hand.
