Abstract

AbstructThe rules of International Humanitarian Law guarantee protection for civilian facilities and infrastructures during armed conflicts, aiming thereby to extend the scope of protection to the maximum extent possible. It was therefore common sense that such protection would cover the civil facilities and infrastructures in Iraq under armed conflict circumstances. This study is basically aimed at linking between the general and abstract rules of International Humanitarian law and armed conflicts in Iraq, taking into consideration international provisions and jurisprudence opinions. Studies and statistics issued by neutral organizations confirm that civil facilities and infrastructures in Iraq have been subject to attack by weapons bringing about a large amount of damage as such attacks did not establish a distinction between civilian and military targets, especially given that schools, bridges, museums, public libraries, water networks and electricity grids were direct targets for military assaults, which is what we have tried to highlight through this humble study.
