حماية الصناعة التحويلية في العراق بين مكافحة الاغراق والسياسة التجارية

Abstract

This study aimed to protect the manufacturing industry in Iraq and change its very weak shape. The study characterized and run within two approaches between trade policy and anti-dumping duties to protect local industry. Although both approaches is currently missing in Iraq's economic policy, but the signaling their held importance to provoke the decision maker to take them and activate their roles according to each phase (before and after WTO accession).Industry has suffered in Iraq from a decrease in the amount of industrial production in both public and private sectors and trodden under the exposure and the absence of commercial support, protectionist policies, legislation and law enforcement. Enabling the product of foreign practice of different justifications for the takeover of the Iraqi market and the use of dumping grounds and the exploitation of the absence of a national trade policy to achieve those goals.The study emphasize to the importance of build up sufficient structure of tariffs before WTO accession and giving attempts to be ready for anti-dumping with that accession.
