Abstract

Economic policy, especially fiscal policy are occupying exceptional importance, in the current circumstances , where are the Revenues of oil center of gravity in the movements each of the budget, internal and external, and leave it from the shocks of external display negative or positive. The relationship between the financial policy and economic development is considered to be one of the most interested subjects. This issue takes however various dimensions due to the models of studies adopted, After that increased government intervention in economic activity, , and the consequent prevalence of the manifestations of backwardness of the misuse of oil revenues of production and productivity in various economic activities on the major contributors to the GDP, and falling the role of the commodity sectors, and distortions in the distribution of income and wealth that resulted from poor coordination The research Divided In to three part ,the first part dealt with fiscal policy in developed country and development country ,the second dealt with tools of fiscal policy ,and the final part dealt with the history of fiscal policy of Iraq ,the research follow with conclusions and recommendations
