As the parliamentary censorship differs from one political system to another, Iraq is just like other countries, the parliamentary controls are exercised as stipulated in the Article (61), paragraph (II) 2005 of the Iraqi Constitution. Sources indicate that over two consecutive sessions of the Iraqi Council of Representatives there was no political opposition, but everyone is involved in the executive authority in accordance with the policy of reconcile, which in return weakened the censorship and stand the executive authority's questioning back. Where meantime, the legislature has been unable to inquiring or questioning only in very limited scale.

ينبع الاهتمام بدراسة الرقابة البرلمانية في العالم المعاصر من حقيقة مفادها: أن الرقابة احدى المهام الجوهرية للمجالس النيابية إلى جانب الوظيفة الرئيسية التشريع، وقد تختلف الرقابة البرلمانية من نظام سياسي إلى أخر، والعراق كغيره من الدول فأن الرقابة البرلمانية التي يمارسها على وفق ما نصت عليه الفقرة (ثانياً) من المادة (61) الدستور العراقي لعام (2005)، وتشير المصادر أنه على مدى دورتين متتاليتين لمجلس النواب العراقي كان يخلو من المعارضة السياسية، إذ أن الجميع مشاركين في السلطة التنفيذية تبعاً لسياسة التوافق والمحاصصة التي بدورها أضعفت الرقابة وغيبت محاسبة السلطة التنفيذية واستجوابها، إذ لم تستطع السلطة التشريعية خلال تلك المدة من توجيه السؤال أو الاستجواب أو إجراء التحقيق إلا في نطاق محدود جداً.
