مبدأ الصحيفة البيضاء (Clean Slate) هو أحد المبادئ الحاكمة لخلافة الدول في المعاهدات، نصت عليه المادة (16) من اتفاقية فيينا لخلافة الدول في المعاهدات لعام 1978. ويتحدد نطاق تطبيق المبدأ وفق هذه المادة بالدول المستقلة حديثاً من الاستعمار دون غيرها من الدول الجديدة التي تنشأ من الانفصال مع بقاء الدولة السلف، أو بزوال الدولة السلف في حالة حل الدولة، ووفقاً لهذا المبدأ، تشرع الدولة المستقلة حديثاً بحياة دولية خالية من الالتزامات التي تضمنتها المعاهدات التي أبرمتها الدولة السلف والمتعلقة بإقليم الدولة الخلف الجديدة. وقد ظهرت نظرية الصحيفة البيضاء في خلافة الدول في أواخر القرن التاسع عشر كنتيجة لتأثير الخلاف الفقهي حول النهج الإرادي والإلزامي في القانون، فقد نشأت من فهم أن القانون هو نتاج التعبير عن سيادة الدولة، والتي تجسد بذلك وجهة النظر التي تقول بأن العلاقات القانونية هي شخصية بشكل جوهري، ومبدأ الصحيفة البيضاء مبدأ راسخ في التعاملات الدولية كونه يقوم على أسس قانونية ثابتة تمثل قواعد قانونية آمرة لا يمكن مخالفتها منها ما يتعلق بالدول المستقلة حديثاً كحق الشعوب في تقرير المصير ومبدأ المساواة بين الدول، ومنها ما يتعلق بالطبيعة القانونية للمعاهدات وهي قاعدة العقد شريعة المتعاقدين ومبدأ نسبية أثر المعاهدات. ويرد على مبدأ الصحيفة البيضاء استثناءان نصت عليهما المادتان (11، 12) من اتفاقية فيينا لخلافة الدول في المعاهدات لعام 1978، تتعلق المادة (11) بالمعاهدات المنشأة لنظم الحدود الدولية بينما تتعلق المادة (12) بالمعاهدات المنشأة للنظم الإقليمية الأخرى، حيث لا يطبق مبدأ الصحيفة البيضاء على هكذا معاهدات كونها معاهدات متعلقة بالإقليم، وإن المساس بها من شأنه أن يؤدي إلى عدم استقرار التعاملات الدولية ويهدد الأمن والسلم الدوليين، لذلك أخرجت من نطاق مبدأ الصحيفة البيضاء وأدخلت ضمن مبدأ استمرارية المعاهدات.
