It is natural for the prophets to adopt the process of external communication in order to communicate the message, despite the weakness of the means of communication at the time. The process was not easy. The Prophet Muhammad (PBUH) first began to address the kings and heads Tribes, through his dispatch Delegations and dignitaries to tribes, nations and heads of state.

نشأة العلاقات الخارجية بين الامم والدول منذ القديم كوسيلة للتفاهم والاتصال، وذلك نظراً لحاجة المجتمعات اليها، باعتبارها مفتاح العلاقات الدولية التي تتداخل فيها المصالح.بعد ان استقر النبي محمد (ص) في المدينة المنورة وأسس الدول الاسلامية، تصدى في خلال سنواتها الخمس الاولى للحملات العسكرية التي كانت تشنها قريش على الاسلام، لابد لأي دولة في العالم من التعامل والتعاطي مع الدول المجاورة عبر سياسة خارجية متبناة من قبل القيادة في تلك الدول، وتنوع العلاقات الخارجية في عهد الرسول محمد (ص) على التعاون وحسن الجوار وتبادل الوفود وتوقيع الاتفاقيات، والرسول محمد (ص) باعتباره الرسالة الاسلامية السامية كان لزاماً علية أن يحيط بما يجري حوله في الدول المجاورة ومن الطبيعي أن يتبنى الانبياء عملية الاتصالات الخارجية من اجل تبليغ الرسالة بالرغم من ضعف وسائل الاتصال آنذاك، ولم تكن العملية يسيرة بداً، حيث بادر الرسول محمد (ص) في بادئ الامر الى مخاطبة الملوك ورؤساء القبائل، عبر ارساله الوفود والشخصيات البارزة الى القبائل والامم والرؤساء الدول.
