The project proposal appeared in 1865 and efforts by its advocates continued up to 1882.This study is intended to track the project progress; identify its proponents; highlight the reaction of the Ottoman, English and French governments to it besides remunerating the different benefits of the project to England as detailed by the project proponents. The study applied the historical-analytical methodology and used various data resources the most important of which is the information from the British Foreign Office besides other primary important resources from the 19th century including writings of the project proponents and pioneers such as William Andrew and Chesney. Information resources also include several studies and references about the history of Iraq.The project stands as a real example of what was known in the 19thcentury as the “Railway Fever”. The study highlighted the strong relation between the project and the British interests in India and the search for the best and easiest ways to secure the route to India.The project acquired unprecedented attention of many businessmen, politicians and intellectuals in England. The Ottoman Government supported the project and offered the project company a concession. However, the British Government position towards the project was based on its viewpoint about the Suez Canal Project and its perception for the Iraq route as a substitute for the Egyptian route.Though the Euphrates Valley Railway was never executed, however, the efforts made in its regard shed light on the region’s resources and its strategic importance which paved the way for its subsequent colonization

تتناول هذه الدراسة موضوعًا مهمًا في تاريخ العراق، والمنطقة العربية بشكل عام؛وهو مشروع سكة حديد وادي الفرات يربط بين البحر الأبيض المتوسط والخليج العربي، وذلك من عام 1856م، وهو العام الذي طرح فيه المشروع، حتى عام 1882م، الذي يمثل آخر الجهود التي بذلت من قبل أصحاب المشروع.وتهدف هذه الدراسة إلى تتبع المراحل التي مر فيها المشروع، ومعرفة أبرز أنصاره ومؤيديه، والتعرف على موقف الحكومتين العثمانية والبريطانية والفرنسية من المشروع، بالإضافة إلى التعرف على المزايا المختلفة للمشروع بالنسبة لإنجلترا، كما أبرزها أنصار المشروع.اتبعت الدراسة المنهج التاريخي التحليلي، واعتمدت على مصادر متنوعة، في مقدمتها المعلومات المستقاة من الوثائق التاريخية لوزارة الخارجية البريطانية، بالإضافة إلى عدد من المصادر الأولية المهمة التي تعود للقرن التاسع عشر والتي تتمثل في كتابات أنصار هذا المشروع ورواده من أبرزهم السيد وليم أندرو، وتشسني، بالإضافة إلى عدد من الأبحاث العلمية والمراجع المهمة في تاريخ العراق.وقد شكل المشروع مثالًا عمليًّا لما عرف في تاريخ السكك الحديدية في القرن التاسع عشر بـ "حمى السكك الحديدية". وكشفت الدراسة عن الارتباط القوي بين المشروع والمصالح البريطانية في الهند، والبحث عن أفضل الطرق وأسهلها لتأمين الطريق للهند ، ونال المشروع اهتمامًا غير مسبوق من قبل عدد كبير من رجال الأعمال والساسة والمفكرين في إنجلترا. وقد أيدت الحكومة العثمانية المشروع، ومنحت الشركة حق الامتياز، بينما ظلت الحكومات البريطانية المتعاقبة ترفض فكرة تقديم الضمان المالي الحكومي للمشروع بحجة أن ذلك يعد تدخلًا في الشؤون الداخلية للدولة العثمانية، إلا أن موقف الحكومة البريطانية من المشروع ارتبط بموقفها من مشروع قناة السويس ونظرتها لطريق العراق كطريق بديل للطريق المصري.وعلى الرغم من أن مشروع سكة حديد وادي الفرات لم يدخل حيز التنفيذ، إلا أن الجهود التي تمت في سبيله كشفت عن موارد المنطقة وأهميتها الاستراتيجية، مما مهد السبيل لاحقًا لاحتلالها.
