The most important issue at this stage was the civil war between the north and south of Sudan. The US administrations decided their position from the beginning. Has exerted political and economic pressure on the Sudanese government, has been affected by the US policy towards the south of Sudan by many factors, especially stemming from the US home because of the role played by The Christian Right, and groups of African descent, especially within Congress, which have succeeded in turning it into an internal public opinion issue. This was an important reason for US administrations to sympathize with South Sudan, which coordinated its efforts with the Intergovernmental Authority on Development (IGAD) These efforts led to the conclusion of the Comprehensive Peace Agreement, also known as the Naivasha Agreement, which ended the civil war. The regional and international consensus led to the success of the secession after the referendum on the right to self-determination, which resulted in the Republic of South Sudan.As for the second phase of the US policy towards southern Sudan, the US administration has supported the nascent state by virtue of the legal and moral commitment of the US administration to southern Sudan, especially as South Sudan lacks the necessary infrastructure. South Sudan, which has caused significant human and material losses, has made its efforts to end this war and has coordinated for this purpose with the United Nations and the African Union as well as the Intergovernmental Authority on Development (IGAD).

مرت السياسة الامريكية تجاه جنوب السودان بمرحلتين الاولى قبل الانفصال عن الوطن الام السودان وقيام دولة جنوب السودان، وكانت القضية الاهم في هذه المرحلة هي الحرب الاهلية التي كانت دائرة بين الشمال والجنوب السوداني، وقد حسمت الادارات الامريكية موقفها منذ البداية، إذ ساندت جنوب السودان بالوقت ذاته مارست ضغوطًا سياسية واقتصادية على الحكومة السودانية، وقد تأثرت السياسة الامريكية تجاه جنوب السودان بالعديد من العوامل لاسيما النابعة من الداخل الامريكي بحكم الدور الذي لعبته جماعات الضغط والمصالح، واليمين المسيحي، والجماعات من ذوي الاصول الافريقية لا سيما داخل الكونغرس التي نجحت في تحويلها الى قضية رأي عام داخلي، فكان ذلك سببًا مهمًا وراء تعاطف الادارات الامريكية مع جنوب السودان التي نسقت جهودها مع الهيئـة الحكوميـة للتنميـة (الايجاد - IGAD) وتكللت هذه الجهود بعقد اتفاقية السلام الشامل التي تعرف ايضًا باتفاقية نيفاشا التي أنهت الحرب الاهلية، وقد أفضى التوافق الاقليمي والدولي الى نجاح الانفصال بعد استفتاء حق تقرير المصير، وتمخض عنه قيام جمهورية جنوب السودان.وأما المرحلة الثانية من السياسة الامريكية تجاه جنوب السودان، فقد عملت الإدارة الامريكية على تقديم الدعم للدولة الوليدة بحكم الالتزام القانوني والاخلاقي لدى الادارة الامريكية تجاه جنوب السودان، لاسيما وان جنوب السودان يفتقر للبنى التحتية الضرورية، ولكن سرعان ما اصطدمت السياسة الامريكية بالحرب الاهلية التي اندلعت في جنوب السودان التي خلفت خسائر بشرية ومادية كبيرة، وقد بذلت الولايات المتحدة جهودها من اجل انهاء هذه الحرب، ونسقت لهذا الغرض مع الامم المتحدة والاتحاد الافريقي فضلاً عن الهيئـة الحكوميـة للتنميـة (الايجاد - IGAD).} }
