As is well known, the modern Iraqi state, which was born in 1921, adopted the democratic principle of governance, but the stage of democratic transformation in Iraq at that time was interrupted by many problems and distortions, so the military eliminated it in 1958. And the military governments will continue to rule the country until 2003. Where a foreign military invasion ended the rule of the military in Iraq, which descended from autocracy to tyranny, and a civil system of government, democratic in principle, and a federal state would be established on its ruins. بين الدول التي انتقلت إلى الديمقراطية بعد رضوخ طويل تحت دكتاتوريات جنحت نحو الاستبداد هو العراق، وكما هو معروف، فإن الدولة العراقية الحديثة التي ولدت سنة 1921، تبنت المبدأ الديمقراطي في الحكم، ولكن مرحلة التحول الديمقراطي في العراق يومذاك اعترضتها العديد من المشكلات والتشوهات، فكان أن قضى عليها العسكر سنة 1958. ولتبقى الحكومات العسكرية تتوإلى في حكم البلاد حتى سنة 2003، حيث أنهى غزو عسكري أجنبي حكم العسكر في العراق الذي انحدر من الأوتوقراطية إلى الطغيان، وليقام على أنقاضه نظام حكم مدني، ديمقراطي المبدأ، ولدولة اتحادية الشكل. ولتنطلق عجلة الانتخابات سنة 2005 في ظل أجواء تعددية، بعد أن كانت آخر انتخابات تعددية شهدتها البلاد سنة 1954.
