عرف العراق منذ القدم بأنه بلاد وادي الرافدين ، وأرض السواد ، وكلا الاسمين يشيران الى الخير العميم ، وتوفر المصادر المائية في العراق فقد أصبح محط الرحال ومركز من مراكز العمل والتجارة ، إن الرافدين اللذين سمي العراق بهما (دجلة والفرات) قد يكونان هما المشكلة في المستقبل وفق ما يسمى بـ ( حرب المياه) التي بانت بوادرها بين العراق وتركيا وسوريا حول نهر الفرات ، وبين العراق وتركيا حول نهر دجلة ، إن نهري دجلة والفرات هما بمثابة شريان العراق ، لأن النسبة بين مصادر المياه من خارج العراق الى التي من داخله (9-1) أي تسعة أضعاف ، وتحيل ملف المياه مكانة هامة بين ملفات مستقبل العراق لاسيما في ظل حالات الجفاف التي يتعدد واضعوها ، وتتعدد أسبابها من طبيعة إلى سياسة فأقتصادية وغيرها .ورأينا أن نتطرق إلى حصة العراق المائية في المياه أنهاره الدولية بموجب قواعد القانون الدولي بأعتبارهما أنهاراً دولية . وفق الخطة الموضوعة في هذا البحث ER -
