He also represented one of the most important factors that led to the outbreak of the First World War on the one hand, and greatly hindered efforts to organize international relations to push towards the outbreak of the Second World War on the other hand. In light of this, Japan adopted a special policy on the issue of disarmament, as it. saw that spending on it stands in the way of its economic and industrial development, and accordingly coordinated with some major countries to hold conferences to reduce and disarm weapons, especially after the First World War, especially the Washington Naval Conference in general. 1922 . They were followed by calls for conferences to reduce and limit marine weapons, as Japan insisted on reducing marine weapons as an open issue that cannot be concealed, and moreover participated in the committees formed by the League of Nations for the purpose of achieving general disarmament, including land and sea weapons.

ما فتِئَ سباق التسلح يُشكل مسألة لتَقْويض السلم والأمن الدوليين ، وذلك لتأثيرهِ المُباشر في الصُعدِ كافة ، إذ استنزف أموالاً طائلةً كان من الأجدى توظيفها في خدمةِ التنميةِ الاجتماعية والاقتصادية. كما مثل إحدى أهم العوامل التي أدت إلى إندلاعِ الحرب العالمية الأولى من جهة، وعرقلت إلى حدٍ كبير الجهود الرامية إلى تنظيم العلاقات الدولية لتدفع بإتجاه نشوبِ الحرب العالمية الثانية من جهة أخرى. في ضوءِ ذلك إتخذت اليابان سياسة خاصة حِيال قضية نزع السلاح ، إذ رأت أن الإنفاق عليه يقف حائلاً أمام تطورها الإقتصادي والصناعي ، ووفقاً لذلك نسقت مع بعضِ الدول الكُبرى لعقدِ مؤتمرات لخفضِ الأسلحة ونزعها ، ولا سيّما بعد الحربِ العالمية الأولى ، وفي طليعتها مؤتمر واشنطن البحري عام 1922. وأعقبتها دعوات لعقدِ مؤتمرات لخفضِ الأسلحة البحرية والحدّ منها ، إذ أصرَّت اليابان على تقليصِ الأسلحة البحرية بكونها مسألة مكشوفة لا يُمكن إخفاؤها ، فضلاً عن ذلك إشتركت في اللجانِ التي شكلتها عُصبة الأُمم لغرضِ الوصول إلى نزعِ عام للسلاح بما فيه الأسلحة البرية والبحرية.
