The development in the relations of the two states is related to a number of factors, the coming the government of Justice and Development Party to the power in Turkey in the last of 2002, and its pursuing a balanced foreign policy which aimed to enhance the relations with its geographic neighborhood states, besides of the American occupation for Iraq in 2003 and what it which is caused dangerous security results imposed on the two states promoting the security cooperation between them

شهدت العلاقات التركية-الإيرانية خلال المدة (2002-2008) تطورات كبيرة في المجالات السياسية والاقتصادية، فضلاً عن التعاون في مجال الطاقة وفي المجال الأمني حيث توجت بتوقيع اتفاقية الأمن الشاملة في آب عام 2008 والتي وضعت إطاراً استراتيجياً لعلاقات البلدين، وذلك أثناء زيارة الرئيس الإيراني محمود أحمدي نجاد لأنقرة منتصف آب من العام نفسه. ويرجع التطور في علاقات الدولتين إلى عدة عوامل منها مجيء حكومة حزب العدالة والتنمية إلى السلطة أواخر عام 2002، وانتهاجها سياسة خارجية متوازنة هدفت إلى توثيق علاقاتها مع دول الجوار الجغرافي لها، فضلا عن الاحتلال الأمريكي للعراق عام 2003، وما أفرزه من تداعيات أمنية خطيرة فرضت على البلدين تعزيز التعاون الأمني بينهما.
