The second phase began from 1992 until 1995 and was characterized by the improvement of political relations between the two parties and to the extent of exchange of visits between the two sides, but the U.S. position was wobbling from the events that took place in Algeria was sometimes supports the Supreme Council of the States and sometimes supporting the Islamic Salvation Front but it was deemed necessary to maintain an important strategic ally in the Arab and the African continent, regardless of who governs Algeria.

سعت الولايات المتحدة الأمريكية منذ استقلال الجزائر على تفعيل دورها ونفوذها فيه، مع إنها لم تستطع أن تزحزح النفوذ الاقتصادي لفرنسا في الجزائر، إلا أن نفوذها السياسي والاقتصادي، فرض باستمرار، فتجتمع لنا كافة الأسباب للاعتقاد بأن الجزائر، لم تكن مجالاً مقفلاً للنفوذ الأمريكي في أي حقبة من الحقب المعاصرة.مرت العلاقات الجزائرية الأمريكية بمرحلتين مهمتين: المرحلة الأولى مابين عامي (1962-1978) وامتازت هذه المرحلة بتوتر العلاقات السياسية بين الطرفين. أما المرحلة الثانية فكانت مابين عامي (1992-1995) وامتازت هذه المرحلة بتحسن العلاقات السياسية بين الطرفين وصلت الى حد تبادل الزيارات بين الجانبين، الا ان موقف الولايات المتحدة كان متذبذباً من الأحداث التي وقعت في الجزائر فكانت تارة تدعم المجلس الاعلى للدول وتارة تدعم الجبهة الإسلامية للإنقاذ ولكنها كانت ترى ضرورة الحفاظ على حليف ستراتيجي مهم في الوطن العربي والقارة الأفريقية بغض النظر عن من يحكم الجزائر.} }
