المستخلصأن معظم دول شبه الجزيرة العربية تقع داخل الحزام الجاف و شبه الجاف من العالم حيث ترتفع معدلات التبخر و النتح بسبب ارتفاع درجات الحرارة و قلة التساقط المطري الذي يتسم بالتذبذب و عدم الانتظام في التوزيع ،وأن كمية كبيرة منه تذهب هدراً نتيجة التبخر علماً أن ما نسبته 15%من مياه الأمطار الهاطله يمكن الإفادة منها في ري بعض المزروعات و زيادة منسوب المياه الجوفية،وأن معدلات التبخر تفوق معدلات الأمطار الهاطلة نحو(35ألى 100مرة)حيث تصل تلك المعدلات في المناطق الداخلية إلى نحو 4759 ملم سنوياً و إلى نحو 3162ملم سنوياً في المناطق الساحلية وهذا مما يؤدي إلى استحالة تحقيق موازنة مائية او حدوث عجز مائي تعاني منه تلك الدول و هذا بدوره ادى إلى تشكيل العجز الغذائي وإلى انتقالات و ضغوط سياسية عديدة تعرض الأمن الوطني لتلك الدول إلى الاهتزاز و لاسيما أن 90% من المواد الغذائية يتم استيرادها من الخارج و هذا مما دفع تلك الدول إلى التوجه نحو استغلال المياه الجوفية و تحليه مياه البحر و أذا ما تحقق ذالك فأنه ربما سيؤدي إلى حلحلة جزء من مشكلة شح المياه و التقليل من مخاطرها في الوقت الحالي لغرض تلبيه جزء من المتطلبات الأساسية و الاحتياجات اليومية الملحة ، كما تمتلك تلك الدول وديان وسيول تجري في أراضيها وهي ذات إمكانيات مائية لا يستهان بها تقدر بعشرات المليارات من الأمتار المكعبة و تكمن أهمية الاستفادة منها في بناء السدود و الخزانات و لحجز المياه و تحويلها إلى الأراضي الزراعية لغرض أنتاج الغذاء و تغذية المياه الجوفية علما بان المياه الجوفية تشكل المصدر الرئيسي للحياة الاقتصادية و الاجتماعية واحد المصادر التقليدية الرديفه للموارد المائية السطحية كما تشكل العمود الفقري الذي يتوقف عليه الإنتاج الزراعي وأن 85% من تلك المياه تذهب لتغطية الاحتياج الزراعي وذالك لكون الزراعة تستخدم الطرق التقليدية التي تعمد إلى غمر المحاصيل الزراعية بالمياه مما يشكل هدراً كبيراً للمياه و الأكثر من ذلك فأن ري الهكتار الواحد من الأراضي الزراعية يحتاج إلى أكثر من 37الف م3 من المياه في دول شبه الجزيرة العربية و لاسيما في اليمن بينما يحتاج ري الهكتار الواحد في المناطق الجافة و شبه الجافة من 10000م3 إلى 13000 م3 من المياه وهذا مما يؤدي إلى هدر الثروة المائية في حين أن عمليات الري الحديثة و لاسيما الري بالرش و التنقيط و نقل المياه بالأنابيب المحمولة مما يقلل من الضائعات المائية بنسبه تتراوح بين 30 الى 55% بالإضافة إلى كونه يعمل على الحفاظ على خصوبة التربة وحمايتها من ظاهرة التملح مما يؤدي بالتالي إلى زيادة أنتاجها من المحاصيل الزراعية ،كما أن الإفراط المستمر في استهلاك المياه الجوفية يؤدي إلى تناقص مستمر في مستوياتها و تدهور في نوعيتها بحيث أدى ذلك إلى أن معدلات السحب قد تجاوزت معدلات التغذية في بعض المواقع وأن ما يستغل منها حاليا نحو (6)مليارم3 مقارنة بمعدل تغذيتها البالغة نحو 4,7مليارم3 مما ينتج عنه عجزاً مائياً يقدر بنحو 1,3 مليارم3 الأمر الذي يشكل عبئاً ثقيلاً على مواردها المائية التقليدية الشحيحة لذا فقد اعتمدت في تلبية متطلباتها المائية على تحليه مياه البحر على الخليج العربي و البحر الأحمر و التي تشكل نحو60% من طاقات ألتحليه في العالم ومع أن المياه لها خصوصياتها فهي لا تعترف بالحدود السياسية و الجغرافية و حركاتها تخضع لعوامل طبيعية بحثه فمصدرها المطر الذي يعد نتاجاً لدورة هيدرولوجية وهو أمر يميزها عنه أيه سلعة أخرى وهذا مما يقود إلى منازعات بين الدول المجاورة حول اقتسام حصتها المائية كما يحصل الآن بين المملكة العربية السعودية وجيرانها دول مجلس التعاون الخليجي والأردن وأن مواجهة تلك المشكلة تتطلب اتفاقيات كما هو الحال بنسبه للأنهار الدولية على أن تتضمن تلك الاتفاقيات حلاً لمشاكل الحدود اولا.ً ER -
