The increased velocity of MPEG transfer brought on by the various technologies heightens the need for prompt secure transfer systems. Electronic funds transfer fills that need. Taxation, copyright, and security issues threaten the growth of Internet transmission. In this research, a secure MPEG (MPEG4) downloading web site with a security tools is designed and implemented to protect the customer personal information and downloading data (encrypted MPEG4 files) when a authorized user tries to download them. A new protection method is suggested to protect the customer information and downloading data passing through the network. This method is called a cover channel, because it uses two ports to send and receive data, and these ports are dynamical and changes every time.
