Governments of advanced countries have shown a considerable interest through the production of food and providing a surplus of food in addition to that maintaining the strategy of grain stockpile through which it can dominate the developed world. While most of the developed countries and Arab countries were not efficient in developing the agricultural sector, the contracts of agricultural development have been lost, it is well to mention that the absence of food security also the deterioration of Arab agricultural production are both considered as a real indicators in aggravating the situation when the Arab food gap started to increase until it reached the end of the first decade of the third millennium. With a percentage estimated by 60% of the population’s need. The risks of Arab food security are increasing and that’s because of the dominance of the advanced countries on the agricultural production convention and monopolizing it under various pretexts as intellectual property rights and agricultural treaties are good examples of the pretexts. On the other hand the monopoly of the advanced countries and the food-producing countries to the surplus of food and world grain stockpiling strategy which in turn started to transfer large amounts of it for the production of biofuels , as well as speculation in grain markets which led to the rising of global food prices and also high prices of the import bill which cost the Arab countries tens of billion of dollars.

الملخصيحتل موضوع الامن الغذائي اهمية كبيرة جدا على صعيد الفرد و المجتمع و الدولة و ذلك لارتباطه بالامن الاجتماعي و الوطني و الامن القومي و لذا فقد اولت معظم الحكومات في العالم اهمية استثنائية لانتاج الغذاء و توفيره للسكان بالكم، و النوع، و السعر ،و بكل الاوقات. لقد اولت حكومات الدول المتقدمة اهمية كبيرة لانتاج الغذاء للسكان و خلق فائض غذائي فضلا عن الاحتفاظ بالخزين الستراتيجي من الحبوب الذي يمكن من خلاله السيطرة على العالم النامي .بينما اظلت معظم البلدان النامية و الدول العربية تنمية القطاع الزراعي و قد ضاعت عقود التنمية الزراعية و كان لانعدام الامن الغذائي و تدهور الانتاج الزراعي العربي مؤشرا حقيقيا على ذلك و اخذت الفجوة الغذائية العربية بالاتساع الى ان وصلت نهاية العقد الاول من الالفية الثالثة الى 60% من حاجة السكان .ان مخاطر الامن الغذائي العربي تتسع بسبب سيطرة الدول المتقدمة على اتفاقية الانتاج الزراعي و احتكارها تحت ذرائع مختلفة منها حقوق الملكية الفردية و معاهدات و اتفاقيات زراعية هذا من جهة و من جهة اخرى احتكار الدول المتقدمة و المنتجة للغذاء الى فائض الغذاء و الخزين العالمي للحبوب الستراتيجية و التي اخذت تحول كميات كبيرة منه لانتاج الوقود الحيوي فضلا عن المضاربة بأسواق الحبوب مما ادى الى ارتفاع الاسعار العالمية للغذاء و ارتفاع فاتورة استيراده من الخارج و التي تكلف ميزانية الدول العربية عشرات المليارات من الدولارات .} }
