تعود جذور ضريبة العُشور على التجارة إلى ما قبل الإسلام حيث فرضها ملوك العرب و العجم و التي كانت سنتهم تدعوهم إلى الأخذ بعشر أموال التجار الذين يمرون بهم , إلا إن الرسول (صلى الله عليه واله و سلم) ألغى هذه السُنة معتبراً إياها من سٌنن الجاهلية , و قد سار الخليفة الأول أبي بكر الصديق (رضي الله عنه) على نهج الرسول (صلى الله عليه واله و سلم) بعدم الأخذ بهذه الضريبة , حيث اقتصرت الموارد المالية للبلاد على الزكاة و الغنائم والخراج و الجزية , إلا أن اتساع الدولة الإسلامية في أيام عمر بن الخطاب (رضي الله عنه) و اختلاط العرب بمجاوريهم و نقل حدودهم إلى حدود البيزنطيين و قيام التجار المسلمين بدفع هذه الضريبة إلى أهل الحرب (الروم) , دعاه إلى الأخذ بهذه الضريبة إلى أهل الحرب ( الروم على وجه الخصوص ) إلا انه سرعان ما شمل بها التجار من أهل الذمة و المسلمون لكن بتكاليف اقل , و التي لم تقتصر فقط على التجارة الخارجية فقط و أنما تعداه إلى التجارة الداخلية بين أمصار الدولة العربية الإسلامية , و قد ارتبط مفهوم العشر أو العُشُور بالمكس أو المكوس و هو يحمل نفس المعنى المُشار إليه .
