Summary: Although the problem of minorities in political participation does not represent a special situation in Iraq, the political, social and economic transformations witnessed by the Iraqi reality after 2003 have made the problem of minorities in Iraq more complex. There is a clear concern that minorities are becoming less stable because of unstable conditions, and that their culture and heritage in Iraq could be eroded. As the nature of the political process weakened the ability of minorities to access or participate in decision-making positions, the discourse of the three main components, Shiites, Sunnis, Kurds instead of citizenship discourse made the voice of minorities weak and ineffective in the political scene. The component discourse crystallized the system of political quotas, which did not allow minorities access to decision centers. The political participation of minorities after 2003 was marginal and ineffective because of a set of challenges. In addition to the nature of the circumstances that followed in its political process, the intrinsic nature of minorities contributed greatly to the curtailment of their political activity.

The results of this crime during the conflict Which took place in the twentieth century as a catalyst and a powerful factor in pushing international organizations and the international community to criminalize and punish those who commit such crimes. This happened during the trials before the international criminal tribunals, in particular the International Criminal Tribunal for the former Yugoslavia
