Iraqi - Saudi Relations

Abstract

This paper discusses the geopolitical elements and their impact on the convergence and divergence of relations between Iraq and Saudi Arabia (2003-2016), clarifying the pivotal elements that formed these relations and the regional and international developments that influenced the rapprochement between the two countries. Factors that led to the process of rapprochement between the two countries such as the new approach in Saudi policy calling for openness and dialogue, mutual visits at the highest levels, and the conclusion of economic agreements between the parties. The nature of the rapprochement was initiated by Saudi Arabia in general, and economic projects so that there was a clear impact on the process of convergence in addition to regional and international developments. As for the elements of the difference was mainly the regimes governing the two countries. The study also showed that the development of regional and international conditions, especially the situation in Iraq, led to fluctuation in Iraqi-Saudi relations, although the salient feature was and continues to move towards convergence
