Administrative Corruption as A Social Problem: Theoretical Applied Study

Abstract

From the results of the research we infer the acquiring the five assumptions of the research a high degree of stability and it is possible to consider it as a study to limit the management corruption phenomenon in our society where the theoretical and practical parts of the study had reached to the following results: 1-the existence of high degree of social perm ability toward our rural cultural social values especially in relation to the consideration, attribution and media oration, and what come after the private loyalties. And this means the farness of the social look from being this phenomenon forming problem or corruption, which need the gathering of the efforts to change it and on all levels to change the cultural social value and the thinking related to them. This thing may be achieved by the growing of the government powers depending on the positive reaction and the cooperation between them and the people. And it may took long or a short time. 2-The results of the research had shown that the system of partiality has taken as an advantage by both the opponents and the supporters, and this mean the widening of the gab between the ruler and the people, and unless this system is taken away immediately and by the depending on integrity and competence (for the individual) not on the private loyalties. 3-The studied people had all the opinion on the phenomena of the state weakness in all fields in addition to the managements corruption due to the weakness in the security environment and the lost of public and private rights for the victims with the continuation of committing of the serious crimes.4-The weakness of the religious motive and the motive derived from the first one. Means the loss of an important deter of vices and this part took priority. 5-Many of those who were studied, aware of the existence of double faces and deformation in personality and they are features of the Iraqi personality and they are practiced unconsciously.
