The Arabic enabling environment in the information technology field through the global information technology report 2010-2011 ( Transformations 2.0 )

Abstract

We all agree that the information and communication society depends basically on the availability of an infrastructure for the communication and information. It can intake a flow of information resulted of the use of services and new information and communication technology use and provide them to their users. The Arab Countries must realize that the element of using information technology has become one of the scales that measures the degree of development and the standards of living mainly that the threads of information technology lie in the hands of few countries which control the information industry, operate it, stock it and retrieve it, on top of that, they own the channels through which the information flow. Despite the colorful performance of the Arab countries, some governments have clearly laid the development of the communication and information technology in the center of its competitive work. But they still stand way behind than they should be despite all the potentials they have. The The Global Information Technology Report is considered one of the most outstanding research activities, because it is used as an indicator to measure the countries’ ability to participate and profit from the ongoing developments in the communication and information field. Moreover, the report is considered an important tool to evaluate the weaknesses of used technology politics in the participant countries and how effective they are, and as a mean to motivate thinking and discussing about the necessary measures to improve the rank of the countries which represent a part of this report. The tenth edition report (Transformations 2.0) focuses on the communication and information technology’s ability to change societies of the current decade through renovation and creativity, the report illustrates the upcoming changes mainly based on the communication and information technology, with a particular focus on its effect on individuals, institutions and governments throughout the few coming years.We will try to give an annalistic reading of the content of The Arabic Enabling Environment in the Information Technology Field which includes the difficulties facing the readiness of the Arab countries in the communication technology field.
