Abstract

Especially the youth category, which represents real capital, Sustainable investment, and promising developmental outcomes human and material rewarding. Young people aged 15-24 years , according to surveys in 2004 - (20%) of the total population of Iraq , and the percentage rises to 28% for the age group (15-29 years) in which the associated shift in the age structure of the population of the appearance and the emergence of the age groups (15-29 years) in the population pyramid. This is due to low fertility , which is known to returns demographic ( demographic window ), which represents an opportunity to build the capacity of young people and direct them as a key tributary in the course of the development process. Perhaps the first indicators that the construction is to expand the choices of young people by maximizing their abilities and their energies, and to improve the behavior of technical, scientific, and enable them to participate in the core areas in their community.
