Abstract

Corruption remains one of the main topics that occupied the attention of scholars and researchers in the different areas of knowledge, including the administrative area because of the adverse and direct effect of the departments of Public Government institutions on the success of development programs and plans to achieve societal goals, as the process of implementation of these programs rests with the managements of these institutions in the context of the commitment of its staff to achieve the objectives and policies development of the State, and their eagerness to meet the basic needs of the community within the limits of public spending to ensure the efficient and effective performance of their institutions, and Iraq as The majority of developing countries suffered from, The spread of the phenomenon of administrative and financial corruption in government institutions and particularly after the political and economic transformations that have witnessed in the last decade, the aim of this research is displayed corruption motives in the government institutions and the statement of its impact on the achieved diverse development goals , with an attempt to identify the techniques that should be used to reduce practices corruption in these institutions from the point of the research sample , which included consideration of (100) people working in the regulatory bodies in a number of Iraqi ministries in various administrative levels,The research found a set of conclusions highlighted by the presence of relatively high for the concerns of corruption in institutions of public administration perception by individuals research sample and the importance of such departments of these institutions to commitment to apply the appropriate techniques to face corruption , and the recommendations have emphasized the need to focus public institutions and its departments to study the conditions and / or the motives driving to practice the corrupt behaviors , and identify techniques and procedures needed to reduce corruption.
