The legal framework for the parallel education under Iraqi law

Abstract

The term parallel education as a proposed method of study is used in the Iraqi Ministry of Higher Education and Scientific Research institutions against wages collected from students studying. However, there are some types of study in Iraqi universities and institutes, such as the evening study and private study students which are for wages collected from students. To determine the position of the Iraqi legislation from free in charge education and of paid education, the extent of its compulsory for educational institutions, and the suitableness of parallel education idea for both types of educations. The researcher addresses the topic through two sections each of them ensure two demands by means of which he, the researcher, shows the attitude of all Iraqi legislation including the constitutions and rules organized the subject matter of free education and non free as well as the overlap of both ideas with the concept of parallel education.
