Emigration of Working Hands and Competences and their Dual Effects:

Abstract

Emigration represents a human phenomenon in old and modern times. But its forms have differed as a result of the division of the world into developed and developing stutes . This has made single emigration the remarkable feature as those singles are of rare specialty and scientific qualification together. Consequeently, this has made the developed states get benefit from it, and inflicted damage of the developing states because they have lost the best of their potentials. This has generated unlimited problems for both the receptive states and the exporting ones, especially when it is accompanied wit settlement case and its effect on the demographic construction of the receptive states. Thus, the case has been handled through international agreements which concern the right of the emigrant workers, especially in the Gulf Arab Countries . It has also put methods to treat this emigration.
