Abstract

The government is accountable to the parliament. The powers of both the president and the prime minister differ according to the constitution of each state. Some states have a president who has a constitutional authority. The state is the dominant power of the executive branch. This domination is defined by the constitution. The president of the republic is the commander-in-chief of the armed forces. He has the authority to appoint ministers or to conclude international conventions and treaties. Who is dominant in power and who will prevail in shaping the general policy of the state as the responsible in front of parliament.
