Abstract

The idea of parallel decentralization is based on its basic belief that centralism is the foundation of the political system in all its forms. It is supported by constitutional rules and legal texts. It is considered the mother's pillar in the establishment of the state, and all that is issued is considered a line of governance from top to bottom. The political system is the line of governance at local levels, which we call decentralization. Centralism is based on uniting the direction of government from the highest to the lowest, which is intended by the government to its subordinate organs according to constitutional and legal basis, but this does not prevent the existence of a parallel and parallel building of the central building called decentralized building, which is based on the central foundations of the constitutional and legal articles, Working mechanisms according to the parallel line located in the local units.The empowerment of local institutions to be central actors needs to be based on basic principles starting with the principle of freedom and then the principle of regional group management and the principle of equality. Decentralized bodies are making moves to increase their effectiveness at the local level to be parallel to the efficiency of central performance by the most important steps: the establishment of the government of managers, the possibility of institutions independent of the political system and subject to its laws, ensure that these institutions adhere to the line drawn by the central system.
