Abstract

The research aims at shedding light on a very important subject, namely, that civil universities in Iraq have not entered any international classification of universities, because these universities have a great weight in absorbing students and are an important partner in the process of higher education in Iraq.The researcher built his hypothesis on the basis that the use of e-learning leads to increased scientific probity of institutions of university education. The researcher reached a set of conclusions, the most important of which do not exist for the institutions of university education in Iraq in any international classification and lack of these institutions to the scientific rigor and do not enjoy these institutions using the e-learning system and the researcher reached the most important recommendations is the need to apply e-learning in order to achieve scientific rigidity, These institutions qualify for entry into the global rankings of universities.
