Abstract

the aim of the research for finding opportunities to transform from traditional project management to project leadership at the Municipality of Baghdad under contemporary leadership practices, and then try to come up with a set of recommendations that contribute to achieving transformation the opportunities for the research organizations, Based on the importance of the research topic for the projects of the Municipality of Baghdad and the added value of service change the reality of the situation, And the importance of these projects to the community, adopted the descriptive analytical approach in the completion of this research, which included all the projects of the Municipality of Baghdad strategic and service that touch the status of the Baghdad citizen, and collected data from (49) respondents, representing the research community exclusively and comprehensive, represented by (Directors General, Assistants Directors General, Project Managers), (60) items, using structured interviews and field observations as aid tools for collection. The researcher adopted the program (Spss V.21), As well as the methods of descriptive statistics (natural distribution test, arithmetic mean, percentages, standard deviation, relative importance, coefficient of variation, Pearson correlation coefficient, simple regression coefficient, gradient regression coefficient), To evaluate its hypotheses, The main findings of the research are reflected in the availability of the elements of the shift from project management to project leadership at low levels for the managers of the Baghdad Municipality projects as they are not activated in a way that makes the transformation process possible, as a result of the correlation of these practices to the mechanisms of transformation closely, and the research came out with recommendations, The transformation of the research community to shift from project management to project leadership, through originality and reliability, clear vision of leadership, proximity to stakeholders, determination and determination, improvement, creativity and arrangement.
