Terrorism is a dangerous phenomenon that can not be ignored on the international level since the end of the twentieth, this phenomenon has raised a global controversy as it represents a threat for human life and security, this threat is dangerous also because it can not be constrained by law whether on the national, or regional or international level. What increases its threat also is the failure of the international efforts, represented by the united nations, to limit its danger. This failure leads to a series of conflicts between international organizations and regional states, and resulted in following a selective and dual policies that affect negatively on human rights issues. According to this, human rights and terrorism are connected together especially after 11th of September events in 2001, and its consequences that violate human rights under the plea of fighting terrorism. Therefore, the great powers, like the united states, have profiteered from terrorism to violate international law and fight terrorism in the third world states. One of these states is Palestine whose people suffer from Israel's terrorism which is protected by America and other international powers, as they consider Israel's terrorism is a kind of protection for its security and peace in the region of the Palestinian terrorism. While the Palestinian defense and resistance against Israel's occupation are considered terrorism.
