Abstract

Power today is the power of the people, rulers are not only representatives of the individuals are the duty of the exercise of public authority according to constitutional rules in writing and known to all and most important of these rules to respect individual rights and freedoms and the observance of social justice among different people different and the State Administration according to approach a sound legal.
