Contemporary concept of peace-building Within the framework of international humanitarian law

Abstract

The concept of peace building as aspires to achieve a lasting peace, It is relatively a new concept emerged in the last decade of the twentieth century by the former Secretary-General of the United Nations Boutros Boutros-Ghali, has emerged since then on the international scene as a new tool under United Nations Tools that aimed to achieve peace and security within states internally or between states externally, especially in light of developments that took place after the end of the cold war has increased the number of internal armed conflicts, which represents one of the international changes that led to the emergence of the concept of peace-building, which is supposed to be governed by the rules of international humanitarian law, but what happened is that, the rules of that law has been continuously violated by the conflict parties and the sustainable peace exceed mere signing on an agreement while the cessation of hostilities and the restoration of security and basic needs formed an urgent and legitimate expectations of people who have been traumatized by the internal armed conflict.
