Structural Corruption In the State of Iraq

Abstract

Abstract:The administrative and Financial Corruption in the state of Iraq appears in two form : Identified and Structural Corruption . By Identified Corruption We wean the encroachment upon the public assets by corrupted individuals , or gpoups of officials , making use of their governmental positions . While by Structural Corruption we mean tbe inflation in the state apparatus , caused by the so – called " Masked Unemployment " . The Masked Unemployment in Iraqi state reached unbelivable limits in recent years . It is estimated , that about 80% percent of the total number of the state employees . It constitutes a heavy burden upon the state budget About 60 % percent of state expenditure . In addition to its financial consequences , Macked Unemployment leads tbe flaccidity of the state apparatus , and decline in its efficiency . the inflation of state apparatus is related to the increase in petroleum revenues Instead of the efficient use of these revnenues in the rebuilding of the destroyed infrastructure of Iraqi economy , it became a source for the finan cial corruption in its two above mentioned forms . It becoame a vital ncessity to subject ehe inflation of Iraqi state to a strict regime with the aim of eliminating masked unemploywent in the state apparatus in Iraq . Depending on strategic , social and economic plans which can mobolise all the available resources in the Iraqi state ( Financial , material and human ) , the dilemma of Masked Unemployment in Iraq will find rational solutions on the long range .
