The goal of study is to analyze the situated of Iraqi economy depending on analyze the competitiveness almightiness، that will induct to characterize the general lineament for strategy of build the national competitiveness almightiness to arising the economy situation. The study hypothesis indicate that the Iraqi economy have been suffer from big misfires in performance did not connect with nature of Iraq also it’s not conceder one of features but it’s impermanent although its existing since a long time.The reason of weakness the economy activities because of absence of long strategic vision to arise in these activities to high competitive levels has well elements and basis which dependence on it.The classic theory of trade did note determine in all measurement because of absence the fundamentals which the theory depend on ( the perfect competitive theory) for many reasons، the most important one is the technology changes، which become difficult on the countries because of high cost of high investment.Consequently according to these circumstances for incompletely economy the political become one of the most important point in appointing the competitiveness almightiness and passing the misfire of the markets and determine the balance through indications which divided to three phases، the first one connected to the bases requirements، the second is the eligibility and the third is the knowledge and creation. All the previous description depending on behavior which controlling FDI to develop national almightiness and to agreeableness with the development strategy. Thr past fifty tears has blurring in hulk of Iraqi economy because of the political and military events addition Dutch Disease and the bad economic policy for alternate governments.The simple attempt of reccing the opinion for a little Iraqi unities business groups except Kurdistan region around 12 basal competitive، the result indicate that the Iraqi economy sufferd from general misfires in competitive ( 60 %) and that appear the most important misfires is process the depravity and stabile in political and security situation also the loyalty in work and the clearance in the taxes system addition to filing in other bases.The actual attempts for government still humble effort to bring the foreign investors through legislated investment low and through some of other investment convention.The base strategy for hulk decision musy be repair that will lead to long stability in political and security situation as a condition tp repair the economy which creates new strategy for competitiveness almightiness as follow:Primary Phase: Build team work for competitiveness also national censorship . for Competitiveness. Start Phase : 1)Distribute the holistic competitive concept among different fillers of business groups and build the national competitiveness.2)Measuring the indications of Iraqi economy and compare it with other countries.3)Help to support the competitiveness almightiness for Iraqi business groups through establish new analysis system for technology concatenation depending on report of office.4)Legislated the policies for business groups according to analysis which mention above and deliver those policies to the decisions maker to support the procedure of bring the investments. مقدمة

استهدفت هذه الدراسة تحليل واقع الاقتصاد العراقي على خلفية تحليل القدرة التنافسية بما يفضي الى وضع ملامح عامة لإستراتيجية بناء للقدرة التنافسية الوطنية للنهوض بالواقع الاقتصادي. وقد افترضت الدراسة ان الاقتصاد العراقي يعاني من اخفاقات شديدة في الاداء لا تتصل بطبيعته ولاتعتبر سمة اصيلة من سماته بل هي ظرفية وطارئة رغم وجودها منذ عقود.
ان حالة الوهن المرافق للفعاليات الاقتصادية تتصل بغياب رؤية استراتيجية طويلة الاجل للنهوض بهذه الفعالية لمستويات تنافسية متماسكة العناصر والمرتكزات القائمة عليها، حيث اصبحت نظرية التجارة الحرة الكلاسيكية وهما بكل المقاييس لعدم تحقق الفرض الأساسي الذي تقوم عليه النظرية
(المنافسة التامة) لأسباب عديدة لعل اهمها المتغير التكنولوجي العسير على كثير من الدول اضافة لتكلفة الاستثمار العالية.
وبالتالي وفي ظل اقتصاد هذا السوق غير الكامل تلعب السياسات دورا كبيرا في تحديد القدرة التنافسية والتغلب على اخفاقات السوق وتحقيق التوازن من خلال مؤشرات وركائز تقسم الى ثلاث مراحل، تتصل الاولى بالمتطلبات الاساسية ثم مرحلة الكفاءة وصولا الى مرحلة المعرفة والابتكار، وكل ذلك في ظل سلوك يتحكم بالاستثمار الاجنبي المباشر لتنمية القدرات الوطنية والتناغم مع الاستراتيجات التنموية.
لقد شهدت العقود الخمسة المنصرمة تشوها مستمرا في هيكل الاقتصاد العراقي بسبب الاحداث السياسية والعسكرية التي تخللتها فضلا عن تداعيات المرض الهولندي والسياسات الاقتصادية الخاطئة التي تبنتها الحكومات المتعاقبة.
وفي محاولة مبسطة فقد استطلعت الدراسة اراء عينة صغيرة من وحدات الاعمال في العراق
(باستثناء كردستان) حول 12 مرتكزا للتنافسية وظهر ان الاقتصاد العراقي يعاني من اخفاق عام في التنافسية بنسبة 60% . وظهر ان اهم تلك الاخفاقات كامنة في معالجة الفساد والاستقرار السياسي والامني وولاء قوة العمل ووضوح الانظمة الضريبية اضافة الى فشل باقي المرتكزات.
ان المحاولات الحالية للحكومة لا زالت متواضعة وهي جذب الاستثمارات الاجنبية من خلال قانون الاستثمار وبعض الاتفاقات الاستثمارية الواعدة. الا ان ما ينبغي فعله يرتكز على اصلاح هيكل القرار الاستراتيجي المفضي الى استقرار سياسي وامني طويل الاجل وراسخ كشرط للإصلاح الاقتصادي الذي يؤطر استراتيجية للقدرة التنافسية تتخذ الملامح التالية:
المرحلة الابتدائية : بناء فريق عمل التنافسية وبناء المرصد الوطني للتنافسية.
مرحلة الانطلاق:
1) نشر مفهوم التنافسية الشامل بين مختلف شرائح قطاع الاعمال وبناء القدرة الوطنية.
2) قياس مؤشرات تنافسية الاقصاد العراقي ومقارنتها مع مجموعة الدول الاخرى.
3) المساعدة على تعزيز القدرة التنافسية لقطاع الاعمال العراقي عبر وضع منهجية تحليل السلسلة التكنولوجية بالاعتماد على البحث الميداني والبحث المكتبي.
4) صياغة السياسات القطاعية بناءا على التحليل المذكور ودفعها لمتخذي القرار بهدف تعزيز ودعم آلية جذب الاستثمارات.

Abstract Iraq suffers from lack of water resources supply because the headwaters of the rivers located outside its borders and the influence of upstream countries on the quantities of flowing water, in addition to the increase of pressure on available water as a result of population increase and not adopting the principle of rationalization where misuse and wastage and lack of strategic vision to treat and manage water use in accordance with the economic implications fall. This is reflected fallout on water security and subsequently on national and food security, while the issue of using water resources is development top priority in different countries in the world because of the importance of water effect on the security of individuals and society in light of population increase and the fluctuation of water resources and lack of incoming water in addition to the increase of salinity and the decrease of water levels and its fluctuation and its reflect on the agricultural sector and its deterioration, as well as the need of industry of all types to water in light of the expansion of industrial activities that Iraq might experience, in addition to the importance of using water in power plants , water law prices is considered one of the factors that led to disruption of water security in Iraq where waste and misuse and loosing big quantities of water in terms of not applying economic implications for water use and hence the importance of adopting a comprehensive strategic plan to determine the factors of water deficit problem and taking in consideration the economic vision and the international experience in managing supply and demand on water that can be applied in Iraq, this is why this study focused on the economic implications of integrated water management in accordance to a strategic perspective to limit the crisis of water in Iraq

المستخلص يعاني العراق من نقص امدادات الموارد المائية لوقوع منابع الانهار خارج حدوده وتأثير دول المنبع على الكميات الواردة من المياه، كما ازدادت الضغوط على المياه المتاحة نتيجة الزيادة السكانية وعدم اعتماد مبدأ الرشادة والعقلانية حيث سوء الاستخدام والهدر، وغياب الرؤية الستراتيجية لمعالجة وادارة استخدامات المياه وفق المتضمنات الاقتصادية، مما انعكس بتداعيات على الامن المائي، ومن ثم على الامن الغذائي والقومي، في حين تعد قضية استخدام الموارد المائية قمة اولويات التنمية في بلدان العالم المختلفة لأهمية تأثير المياه في امن الفرد والمجتمع في ظل زيادة عدد السكان وتذبذب مصادر الموارد المائية وقلة الوارد منها ، فضلا عن زيادة نسبة الملوحة ونقص مناسيب المياه وتذبذبها وانعكاس ذلك على القطاع الزراعي وتراجعه؛ فضلا عن حاجة الصناعة الى المياه بكل فروعها في ظل التوسع في الانشطة الصناعية التي يمكن ان يشهدها العراق، فضلا عن اهمية استخدام المياه في محطات توليد الطاقة، ويعد رخص المياه احد العوامل التي ادت الى اختلال الامن المائي في العراق حيث الهدر وسوء الاستخدام وضياع كميات كبيرة من المياه في اطار عدم تطبيق المتضمنات الاقتصادية لاستخدامات المياه من هنا تأتي اهمية تبني خطة ستراتيجية شاملة للوقوف على ابعاد مشكلة العجز المائي والاخذ بنظر العناية الرؤية الاقتصادية والتجارب الدولية في ادارة العرض والطلب على المياه التي من الممكن تطبيقها في العراق، لذا ركزت الدراسة على المتضمنات الاقتصادية للادارة المتكاملة للمياه على وفق منظور ستراتيجي للحد من ازمة المياه في العراق .

المستخلصاستهدفت الدراسة توضيح جملة التناقضات التي تعاني منها الشركات الصناعية العامة بالرغم من التخصيصات الاستثمارية و الانفاق الاستثماري الحكومي على انشطة الصناعة التحويلية , الا ان ذلك لم يسهم الى حد معين في احداث نمو وقفزة صناعية باتجاه تطوير انشطة القطاع الصناعي العام في العراق وذلك بسبب عدم اعتماد جملة مبادئ اساسية بأتجاه ضرورة الاخذ بأولوية الاستثمار في مجال الصناعة التحويلية واتخاذ القرار الصناعي وفق اولويات الاستثمار في ظل التوجه الصناعي الدولي لذا ينبغي تحديد الفرص الاستثمارية المتاحة بالصناعة التحويلية واختيار تلك الشركات التي يمكن ان تحقق استثمارات ناجحة وضمان اعادة هيكلة الشركات الصناعية العامة . فضلا عن عرض وشرح الاطر التشريعية والمؤسسية التي تسهل عملية الاستثمار الصناعي والتعريف بالقدرات الصناعية وامكانيات التعاون المشترك مع القطاع الخاص من خلال اليات واساليب عدة للتكيف مع واقع المزايا التنافسية للشركات الصناعية عالميا بما يتضمن القدرة على تلبية الطلب المحلي, لتطوير عمليات الانتاج والعاملين وتحسين جودة المنتج وانظمة العمل وتامين المحيط القانوني والمصرفي للشركات مع ما يتضمن ذلك من وضع تشريع السياسات الصناعية التي تؤمن الحماية للمنتج الوطني لتفادي الضغوط الخارجية .

تحولت المياه في ظل تزايد النمو السكاني ومعدلات الاستهلاك والندرة الملحوظة في مصادرها إلى محور من أهم محاور الصراع الدولي في الربع الأخير من القرن الماضي . حتى أن البعض تنبأ بنشوب حروب بين الدول بسبب المياه خلال القرن الحالي في ظل صدور العديد من التقارير الدولية التي تحذر من "شح" المياه وندرتها، وتبنيها لسياسات جديدة تعتمد ترشيد استهلاك المياه احد اهم اهدافها ومنها ما صدر عن البنك الدولي والمجلس العالمي للمياه ..
ويتزايد مع ذلك أيضًا تبني العديد من الدول والمؤسسات لفكرة تدويل المياه وطرح مشاكلها على المستوى الدولي، وصولا الى تسعيرها كما اقترح البنك الدولي ونتيجة لهذا وغيره أصبحت المياه في ظل الصراع المحموم عليها إحدى مرادفات الأمن القومي ، فمع مطلع القرن الحادي والعشرين يكون الصراع على امدادات المياه الحيوية خطر قائم على الدوام في جميع مناطق العالم في ظل وضع الطلب المتزايد ، ولكون ان اغلب المصادر الرئيسة للمياه والاسيما، في المنطقة العربية يشترك فيها بلدان أو أكثر ولان الدول المتشاطئة غالبا لاتوافق على الاجراءات التفاوضية الخاصة بأقتسام الامداد المتاح من المياه ، فأن ذلك يعني زيادة الخلاف وربما اثارة الصراع ، وسيكون هذا الخطر شديدا بشكل خاص في المناطق التي ينخفض فيها هطول المطر كما هو حال معظم الدول العربية المعتمدة على الانهر كمصدر رئيسي للمياه (نهري دجلة والفرات ، نهر النيل، نهر الاردن) لتلبية حاجاتها الاساسية ، ومالم يتم ايجاد السبل الكفيلة لترشيد الاستهلاك من موارد المياه المتاحة فأن أية زيادة في أستخدام المياه وسوء استغلاله سيؤدي الى أزمة حقيقية ولاسيما ؤ في ظل زيادة عدد السكان والاستخدام الصناعي والزراعي المتزايد.
من جهة اخرى ان تغير المناخ العالمي سيزيد من تعقيد معادلة عرض المياه والطلب عليه فكلما ازدادت كلما كانت غازات الدافئة في الغلاف الجوي، فان متوسط درجة الحرارة سيرتفع وانماط هطول المطر ستتبدل في اجزاء كثيرة من العالم ، ويمكن ان يؤدي ذلك الى مستويات اعلى من المطر في بعض المناطق ومستويات اقل في مناطق اخرى ويعتقد العلماء والباحثين في هذا المجال ان معظم المناطق الداخلية الدافئة مثل شمال افريقيا التي يمر عبرها نهر النيل وجنوب غرب اسيا التي يجري عبرها نهري دجلة والفرات ستقل امداداتها من المياه .

تواجه الشركات الصناعية العديد من الضغوطات والتحديات بسبب التغيرات السريعة في بيئة الأعمال المعاصرة مما يتطلب منها أن تقوم أدائها بنظرة أكثر شمولية بدلاً من اقتصار تقويم الأداء على المنظور المالي بالرغم من أهميته ، مما دفع الشركات لاعادة النظر في واقعها التنافسي من خلال تبني منهجيات وفلسفه جديدة لادارة التنافسية منها ادارة الجودة الشاملة ، واعادة هندسة عمليات الانتاج ، وادارة المعرفة،...الخ ، اذ تناولت هذه الدراسة إطاراً معرفياً وتطبيقيا" لتقييم اداء شركة ديالى العامة للصناعات الكهربائية وكيفية اعادة تأهيلها في ضوء الخيارات والبدائل الستراتيجية المتاحة، نظرا للمشاكل التي تعاني منها شركة ديالى العامة في ظل الانكشاف التجاري للسلع والخدمات وضعف القدرات التنافسية، وتهدف الى الوقوف على نتائج تقويم اداء الشركة لوضع البدائل والخيارات الستراتيجية لاعادة تأهيل الشركة لتصحيح مسارها لرفع القدرة التنافسية للصناعة نفسها ، في ظل سرعة التغيرات الحاصلة في بيئة الاقتصاد المحلي والدولي، بغية الارتقاء بمستواها التنافسي لمواكبة التطورات التكنولوجية والصناعية. وتضمنت الدراسة ثلاث محاور رئيسة ،فقد تناول الاول ( مفهوم تقييم الاداء الاقتصادي والتحليل الستراتيجي لبيئة الصناعة ) اما الثاني فيتناول الجانب التطبيقي للدارسة، والذي أظهر عدم كفاءة الاداء الاقتصادي لشركة ديالى خلال فترة البحث مما ادى الى عدم استغلال الطاقات الانتاجية للشركة بالشكل المطلوب فضلاً عن شدة المنافسة للمنتجات الصناعية المستوردة، كل ذلك ادى الى عدم خلق القيمة المضافة بالمستوى المطلوب والذي ادى بدوره الى انخفاض حجم الارباح في الشركة ككل، والثالث تناول سبل تحسين تنافسية شركة ديالى ضمن الرؤيا المستقبلية واعادة التأهيل للشركة. وقد خلصت الدراسة الى عدد من الاستنتاجات واقتراح بعض الحلول التي تتناسب وامكانية الدولة ومتطلبات المرحلة المستقبلية للمساهمة في رفع القدرات التنافسية للشركة .
