Abstract

Abstract: This study tried to identify the effect of the principles of the inclusive quality administration in specifying the competitive priorities. In the new Kufa cement plant (An applied study in the new Kufa cement plant). It is remarkable to say that Kufa cement plant is considering one of the out studying plants in the country, as the continuous change in the customers' needs and tasted, and the increase of competition infusing, for the sake of attaining the largest number of customers, will produce pressure on the studied plant, which will lead to the importance of adjusting the principles of the inclusive quality administration which are represented by its variants (focusing on the customer, administrative leading, workers' participation, continuous development, and focusing on the process), and the competitive priorities, which are represented by its variants (cost, quality, flexibility, delivery, creation).For the sake fulfilling the ends of the study, a methodology has been set for it, which requires designing a suppositional pattern that could manifest the nature of the influential relationships between the principles of the inclusive quality administration and the competitive success dimensions resulted in a set of main and minor hypotheses that reflex such relations.To check the correctness of the hypotheses, the data concerning the study variants have been collecting by adopting a questionnaire prepared for this purpose in addition to the personal interview style and field observation.The higher administration is greatly interested in the principle of focusing on the customer through gaining his satisfaction by the highly quality production, the suitable price, and delivery him in the suitable time.In addition to the administration interest in the continuous development principle. Most of the continuous development process, were focusing of how to develop the products and the productive methods so as to lessen the total costs.Some of recommendations were based on these results: the necessity of the higher administration consideration of the ideas, suggestions and opinions that the customer poses, as he is the final aim that the work organizations tried to satisfy his needs, consequently, the gains that the organization achieve are totally depending on the foreign customer. It addition, the study recommends to bring the attention if the higher leading in the organization to study the costs ad specialize them to what cost less charges so as to achieve the competitive success in the cost leading sphere, and this is what could lessen the competition intensity between the organization products and the competitive products

إنَّ الجودة Quality هي كلمة مشتقة من الكلمة اللاتينية Qualities التي يقصد منها ما يأتتي: طبيعة الشيء والشخص ودرجة صلاحه(قدار، 1997: 77). فهي تعني إمداد الزبون بما يحتاج إليه من سلع وخدمات ذات خصائص وسمات تفي بمتطلباته وحاجاته وتوقعاته في الوقت الذي يريده، وبسعر مقبول يلائمه، وهي بذلك تبنى في المنتج خلال أنشطة متداخلة متكاملة ويشارك في صنعها وبنائها جميع العاملين على كافة مستوياتهم سواء أكانوا مديرين أم مخططين، ومنفذين، ومراجعين. وهي بذلك عمل الجميع في المنظمة.(الفضل والطائي، 2004: 1).
ويعد (Bank,1992;66) الجودة قوة ذات تأثير في أداء المنظمة وفي تعزيز مركزها التنافسي. ولأجل أن تكون الجودة فرصة حقيقية للنجاح يفترض أن تدعم من الإدارة إستراتيجياً وان تلتزم الإدارة بشكل فاعل بتحسين الجودة بوصفها ضرورة استراتيجية وان تضع معايير الجودة في ضمن تخطيطها الإستراتيجي، وفي هذا الشأن يؤكد (Skinner,1992:223) أن أحد أسباب انخفاض الحصة السوقية لعديد من الشركات الأمريكية هو إهمال عنصر الجودة وعدم التفكير بتحسينها على الأمد البعيد والاهتمام فقط بالكلفة الإنتاجية(جبرين،1996: 9)،فمن واجب الشركات اليوم تطوير مستوى جودة منتجاتها ليس بوصفها متطلباً حضارياً حسب، بل إتاحة الفرصة للمنتجات الوطنية لمنافسة البدائل من المنتجات المستوردة المعروضة في السوق .
