Peace Agreement signed on October 26, 1994 between Jordan and Israel in Wadi-Araba on their borders was not but a circle in long series of relations which had been established since 1920's. In order to understand these relations, we should go back to its essentials explaining the reasons behind its continuity all over these years. The paper trying to give a view for the development of these relations as well as the consequences and both of official and popular positions.

لم تكن اتفاقية السلام الأردنية–الإسرائيلية التي وقعت في 26 تشرين الأول/أكتوبر 1994 بوادي عربة على الحدود بينهما سوى حلقة في سلسلة طويلة من العلاقات التي نشأت منذ العشرينات من القرن الماضي بين مملكة شرق الأردن والوكالة اليهودية.. ولكي نفهم طبيعة هذه العلاقات لابد من العودة إلى جذورها وتوضيح حيثيات استمرار تواصلها عبر كل هذه السنوات وبدوافع مختلفة. والبحث التالي متابعة لتطور العلاقات والنتائج التي تمخضت عنها والموقفين الرسمي والشعبي منها.

Constitution addresses the type system of governance and the legal status of the international state, shape and shows the terms of reference the three powers in the state, legislative, executive and judiciary and the relationship between them and provides for the rights and public freedoms and safeguards necessary to protect the Constitution at the top of the pyramid of the legal system in the country and above all the laws, regulations and instructions and has arranged Highnessthem all and transcends all public authorities in the state.Nor should any law or regulation or instructions to be provisions in conflict with constitutional provisions, executive authority that were not realized and their actions and decisions are consistent and provisions of the Constitution promised illegal and freedom of cancellation as it is imperative for the legislature not to enact legislation contrary to the provisions of the Constitution and only considered legislation illegal and judged unconstitutional and void.

الدستور يعالج نوع نظام الحكم والمركز القانوني الدولي للدولة وشكلها ويبين اختصاصات السلطات الثلاث في الدولة , التشريعية والتنفيذية والقضائية والعلاقة بينها وينص على الحقوق والحريات العامة والضمانات اللازمة لحمايتها, فان الدستور يأتي على رأس هرم المنظومة القانونية في الدولة ويعلو على كافة القوانين والأنظمة والتعليمات وله مرتبة السمو عليها جميعا ويسمو على جميع السلطات العامة في الدولة.فلا يجوز لأي قانون أو نظام أو تعليمات أن تكون أحكامها متعارضة مع الأحكام الدستورية, فالسلطة التنفيذية إن لم تكن إعمالها وتصرفاتها وقراراتها متفقة وأحكام الدستور عدت غير مشروعة وحرية بالإلغاء كما انه يتحتم على السلطة التشريعية ان لا تسن تشريعات مخالفة لأحكام الدستور وإلا اعتبرت تشريعات غير مشروعة ويحكم بعدم دستوريتها وبطلانها.

Evolution of overseeing the constitutionality of laws in Jordan --- تطور الرقابة على دستورية القوانين في الاردن

The purpose of this study is to explore the extent to which Jordanian insurance display importance toward the practices Organizational learning within the following dimensions: (Tools sustainability, gadgets comprehensive tools predictive, tools to us), and to determine the level of differences in the awareness of Organizational learning within elements among sample study according to their personal characteristics, The study also seeks to evaluate the impact of Organizational learning within in managing the continuous improvement. Data were gathered using a questionnaire that was distributed to 120 individuals, consisting of administered to managers, employees, , Different suitable descriptive and inferential statistical tools were used to test the questions and study hypotheses. The findings show the following: 1.Jordanian insurance companies display high importance toward the practices of Organizational learning as indicated by the total average mean (4.27).2.No significance differences in the awareness of Organizational learning elements among sample study according to their personal characteristics.3.There is a statistically significant relationship between Organizational learning dimensions combined in achieve continuous improvement.4.There is a statistically significant relationship at the level of (0.05) between comprehensive tools and use tools and continuous improvement. 5.There is no a statistically significant relationship at the level of (0.05) between the sustainability tools and predictive tools and achieve continuous improvement.

هدفت هذه الدراسة إلى الكشف عن مدى اهتمام شركات التامين الأردنية في تطبيق التعلم التنظيمي ضمن الابعاد التالية:( أدوات الإدامة، الأدوات الشاملة، الأدوات التوقعية، وأدوات الاستخدام.).وتحديد مستوى الفروق في إدراك أفراد عينة الدراسة لأبعاد التعلم التنظيمي, كما هدفت الدراسة إلى تقييم اثر التعلم التنظيمي في تحقيق التحسين المستمرلشركات التامين الاردنية, ولقد تم جمع بيانات الدراسة الميدانية عن طريق استبانة وزعت على ( 120) فرداً والمكونة من المديرين والموظفين المتواجدين في المراكز الرئيسة, , وقد تم استخدام الأساليب الإحصائية التي ناسبت أسئلة وفرضيات الدراسة من الإحصاء الوصفي, والاستدلالي, وقد توصلت الدراسة إلى:1.أن شركات التامين الأردنية أظهرت مستوى عال من الاهتمام بالتعلم التنظيمي بأبعادها الاربعة؛ إذ بلغ المتوسط العام (4.27).2.عدم وجود فروق ذات دلالة إحصائية في إدراك إفراد عينة الدراسة للتعلم التنظيمي تبعا لمتغيراتهم الديموغرافية.3.وجود علاقة ذات دلالة احصائية ما بين التعلم التظيمي بإبعادها المجتمعة في تحقيق التحسين المستمر.4.يوجد علاقة ذات دلالة إحصائية عند مستوى (0.05) ما بين الأدوات الشاملة وادوات الاستخدام والتحسين المستمر.5.لا يوجد علاقة ذات دلالة إحصائية عند مستوى (0.05) ما بين الأدوات الإدامة وللأدوات التوقعية وتحقيق التحسين المستمر.

شهد المجتمع الاردني في العقود الماضية تحولات سياسية و اجتماعية واقتصادية كان من ابرزها زيادة مشاركة المرأة في الحياة السياسية الا ان مشاركة المرأة الاردنية كانت ضئيلة قياساً بمشاركة الرجل، ويظهر ضعف تمثيل المرأة في الحياة السياسية من خلال ضعف تمثيلها في المجالس النيابية والاحزاب السياسية وغيرها ، فرغم تشجيع الدستور والقانون على ممارسة المرأة لحقوقها السياسية ، الا ان تحديات عديدة منها ماهو سياسي، وبعضها الاخر يتعلق بالاوضاع الاجتماعية والثقافية السائدة في المجتمع الاردني ، بالاضافه الى المعوقات الاقتصادية والنفسية التي تعوق المشاركة الجادة للمرأة في الحياة السياسية.

The objective of this research is to identify the nature of the relationship between talent management and the quality of the career through its dimensions (attracting talent, managing talent performance, talent development, talent retention) and the quality of the career through its dimensions (functional and organizational factors, material and moral factors) And to try to come up with a set of recommendations for the hospitals in question to contribute to achieving their desired goals. To clarify the relationship between the main and secondary research variables, the data collection on the questionnaire was adopted as a basic tool. (Princess Basma Hospital, Princess Badia Hospital, Princess Rahma Hospital, King Abdullah Foundation Hospital, Irbid Specialist Hospital, Prince Rashid Bin Al Hassan Military Hospital), in order to ensure that the sample As a representative of the research society, the stratified random sampling method was chosen from the hospital staff through the use of the comprehensive survey method. 105 questionnaires were distributed and were represented by (8%) of the total population. The questionnaire was retrieved (103) Invalid forms to be used as such (100) questionnaire. All the questionnaire was analyzed for statistical analysis using the SPSS program and based on a set of selected statistical methods to study the relation and effect (arithmetic mean, standard deviation, correlation coefficient, and simple linear regression). The most prominent is the existence of a significant correlation between the management of talent and the quality of career. It also emerged that there is a significant influence on talent management in the practices and adoption of the quality of the career, and that the level of influence increases in their presence together, indicating the distinctive role played by The gift and its role in Jordanian hospitals towards adopting quality work life practices.

هدف هذا البحث إلى تشخيص طبيعة العلاقة بين ادارة الموهبة وجودة الحياة الوظيفية من خلال أبعاده (استقطاب المواهب، ادارة اداء المواهب، تطوير المواهب، الاحتفاظ بالمواهب) وجودة الحياة الوظيفية من خلال ابعاده (العوامل الوظيفية والتنظيمية، العوامل المادية والمعنوية) لدى المستشفيات الاردنية في اقليم الشمال، ومحاولة الخروج بجملة توصيات للمستشفيات المبحوثة بما يسهم في تحقيق اهدافها المرجوة، ولتوضيح العلاقة بين متغيرات البحث الرئيسة والفرعية فقد تم الاعتماد في جمع البيانات على استمارة الاستبانة بوصفها اداة اساسية، وتكون مجتمع الدراسة من العاملين في مستشفيات إقليم الشمال في الأردن للعام 2017 من 1200)) عامل وهي (مستشفي الأميرة بسمة التعليمي، مستشفى الأميرة بديعة، مستشفى الأميرة رحمة، مستشفى الملك المؤسس عبدالله الجامعي، مستشفى اربد التخصصي، مستشفى الأمير راشد بن الحسن العسكري)،حرصاً على أن تكون العينة ممثلة لمجتمع البحث اختير اسلوب العينة العشوائية الطبقية من العاملين في المستشفيات من خلال الاعتماد على اسلوب المسح الشامل، وتم اعداد (105) استمارة استبيان وزعت عليهم وتمثلت بنسبة (8%) من المجتمع الكلي وتم استرداد (103) استبانة، وبعد اجراء عملية الترميز وجدت استمارات غير صالحة لتكون بذلك الاستبانات المعتمدة في التحليل (100) استبانة،وقد خضعت جميع الاستبانات للتحليل الاحصائي باستخدام برنامج SPSS وبالاعتماد على مجموعة من الوسائل الاحصائية المنتقاة لدراسة العلاقة والاثر والمتمثلة بــ (الوسط الحسابي، الانحراف المعياري، معامل الارتباط، والانحدار الخطي البسيط)، وتوصل البحث الى مجموعة من النتائج لعل ابرزها وجود علاقة ارتباط معنوية بين ادارة الموهبة وجودة الحياة الوظيفية، كما ظهر ان هناك تأثير معنوي لادارة المواهب في ممارسات وتبني جودة الحياة الوظيفية، وان مستوى التأثير يزداد بوجودهما معاً مما يدل على الدور المميز الذي تمارسه ابعاد ادارة الموهبة ودورها في المستشفيات الاردنية نحو تبني ممارسات جودة الحياة العمل.
