Education is a basic requirement in the life of the individual being one of the elements of human development. It contributes to the advancement and progress of the nations, so, it is necessary to pay attention to it and to focus on the ethics of this profession which is represented by a group of principles that the teacher must apply and adhere to. Thus, the researcher see the necessity to conduct a study about education ethics.The study aims to identify the ethics of the teaching profession for the high school teachers in the light of contemporary challenges from the viewpoints of their students. Also, it aims to identify the level of the application of education ethics profession of high school teachers in the light of contemporary challenges from the viewpoint of their students according to the gender variable.The researchers adopted the tool of Al-Zaebi – 2013 and its adaptation to the reality of education in the schools of Diyala province after conducting the psychometric characteristics of the tool of the research. The tool was applied to a sample composed of (120) male and female students from high schools in the city of Baquba.After collecting the data to be statistically processed, the researcher used the law of the weighted average to order the ethics in descending or ascending order. Also, T- test of the two independent samples is used. It was concluded that there are differences of statistical significance because the calculated T value is greater than the T-table value and the difference is in favor of the males who were more keen and focused on the performance of the teacher and they were able to diagnose the weaknesses in the application of ethics that concern the profession of education. The researchers recommend:-The need to conduct symposiums and seminars to raise teachers’ awareness of the ethics of the profession of education. Many of the teaching cadres may be ignorant of many of the ethics staff ethics linked to the profession of education.- Following up the educational staff by the school administration and the department of educational supervision in order to correct their course towards quality education by applying the ethics of the teaching profession.The researchers suggest conducting similar study on the ethics of the teaching profession among high school teachers between the teachers of the high school and the schools of the middle of Iraq and those of the south.

التعليم مطلب اساسي في حياة الفرد لكونه احد عناصر التنمية البشرية و يسهم في رقي و تقدم الامم ، لذا لابد من العناية و التركيز على اخلاقيات هذه المهنة و المتمثلة بمجموعة من المبادئ التي لابد على المعلم تطبيقها و الالتزام بها ، لذا فقد ارتأى الباحث اجراء دراسة حول اخلاقيات التعليم ، إذ هدفت الدراسة التعرف على اخلاقيات مهنة التعليم لمدرسي المرحلة الاعدادية في ضوء التحديات المعاصرة من وجهة نظر طلبتهم ، وايضا التعرف على مستوى تطبيق اخلاقيات مهنة التعليم لمدرسي المرحلة الاعدادية في ضوء التحديات المعاصرة من وجهة نظر طلبتهم على وفق متغير الجنس (ذكور – اناث) . تبنى الباحث اداة (الزعبي – 2013) وتكيفها على واقع التعليم في مدراس تربية محافظة ديالى بعد اجراء الخصائص السيكومترية لأداة البحث ، إذ طبقت الاداة على عينة تكونت من (120) طالب وطالبة من المدارس الاعدادية في مدينة بعقوبة المركز. وبعد جمع البيانات و لغرض معالجتها احصائيا فقد استعمل الباحث قانون الوسط المرجح لترتيب الاخلاقيات ترتيبا تنازليا او تصاعديا و قانون الاختبار التائي لعينتين مستقلتين ، فقد جرى التوصل الى ان هناك فروقاً ذات دلالة احصائية لأن القيمة التائية المحسوبة اكبر من القيمة التائية الجدولية ويكون الفرق لصالح عينه البحث من الذكور ، فقد كانوا اكثر حرصاً و اكثر تركيزاص على اداء المعلم و تشخيص مواطن الضعف في تطبيق الاخلاقيات التي تخص مهنة التعليم . و يوصي الباحث بالاَتي: •ضرورة اجراء ندوات وحلقات نقاشية من اجل توعية المدرسين بأخلاقيات مهنة التعليم فقد يجهل الكثير من الكوادر التعليمة الاخلاقيات التي ترتبط بمهنة التعليم. •متابعة الكوادر التعليمية من قبل ادارة المدرسة و قسم الاشراف التربوي من اجل تصحيح مسارهم نحو التعليم الجيد من خلال تطبيق الاخلاقيات الخاصة بمهنة التعليم.ويقترح الباحث إجراء دراسة مشابهة عن اخلاقيات مهنة التعليم بين مدرسي المرحلة الاعدادية بين مدارس الوسط و مدارس الجنوب.

With the rising temperature of the planet, shows a shift in rainfall patterns and increasing the incidence and extreme incidents, such as entrapment of rain, floods, and increased frequency of occurrence of forest fires, and would lose millions of people living in coastal areas densely populated in the island states homes with a high level sea, and the face of the poor in Africa, Asia and other areas of the prospects: crop failures and the resulting tragedies, and low productivity of agriculture, and increased hunger and malnutrition and falling prey to the disease .

يعتبر تغير المناخ من بين أكثر التحديات التي تواجه القرن الحادي والعشرين منذ بدايته، وليس هنالك بلد متمتع بالحصانة ضد هذا التحدي ، ولا يمكن لأي بلد بمفرده التصدي للتحديات المترابطة التي يثيرها تغير المناخ، شاملة: اتخاذ قرارات سياسية مثيرة للجدل، وتغيير تكنولوجي بالغ، وعواقب عالمية واسعة النطاق. ومع ارتفاع درجة حرارة كوكب الأرض، يظهر تحول في أنماط هطول الأمطار ويزداد حدوث وقائع شديدة الحدة، مثل: انحباس الأمطار، والفيضانات، وازدياد تواتر وقوع حرائق الغابات ، كما سيفقد الملايين ممن يعيشون في المناطق الساحلية المكتظة بالسكان وفي الدول الجزيرية مساكنهم مع ارتفاع مستوى سطح البحر، وسيواجه الفقراء في أفريقيا وآسيا وغيرهما من المناطق آفاق: إخفاقات المحاصيل وما ينجم عن ذلك من مآسي، وانخفاض إنتاجية قطاعات الزراعة، وازدياد الجوع وسوء التغذية والوقوع فريسة للمرض.

Libya has seen before 2011 events had a significant impact on the Libyan society which are made the societal movements call to political change in this last year .. the Libyan people ware faced the persecution of political violence, social and muting of ideas and freedom of expression operations for the duration of Gaddafi's rule, which was one of the basic reasons of the Revolution and revolutionary action to topple the Gaddafi regime. in addition to there was territory and international factors helped the outbreak of the revolution and include almost all parts of Libya. Revolutionaries and leaders of the popular movement has been pursue armed way to facing of the Libyan political system (Muammar Gaddafi), which led to the proliferation of armed violence, murder , the separatist movements internally, which was considered the main challenges of the post-revolution.

شهدت ليبيا قبل عام 2011 احداث كانت لها الاثر الكبير على المجتمع الليبي في تكوين حراك مجتمعي مطالب بالتغيير السياسي في هذا العام الاخير .. اذ تعرض الشعب الليبي الى عمليات اضطهاد وعنف سياسي واجتماعي وكتم للافكار وحرية التعبير طيلة فترة حكم القذافي ، التي كانت من الاسباب الاساسية في تفجير الثورة وبدأ العمل الثوري لاسقاط نظام القذافي . فضلاً عن الى وجود عوامل خارجية اقليمة ودولية ساعدت في تفجر الثورة واتساعها لتشمل كل اجزاء ليبيا تقريبا . وقد لجئ الثوار وقادة الحراك الشعبي الى انتهاج الاسلوب المسلح في مواجهة النظام السياسي الليبي (معمر القذافي) الامر الذي ادى الى انتشار العنف المسلح والقتل والفوضى ، اضافةً الى الحركات الانفصالية داخليا ، والتي اعتبرت من ابرز تحديات ما بعد الثورة .

Especially in the procedural aspect that this study shed the lights on concerning the procedural challenges raised by the IT, Cyber, crimes to the extent of admissibility for digital evidence . Especially the data that cannot be reached only by the use of certain techniques and applications under the supervision of experts in this area. Its authenticity depends on the nature of the current judicial system and the discretionary power granted to the judge, and the extent to which system of scientific proof is reliable in Criminal evidence; The problem also raised in the inspection field of virtual digital environment due to the special character of such environment. In addition, the breadth of informatics crime scene to the extent that territorial boundaries are canceled which enforce finding legal solutions to impose an inspection outside the borders of the State's territory; and other challenges are raised out of the fact that cyber crime does not recognize the territorial boundaries for the competence conflict in the event of having the crime happened in any place plugged into the Internet and their impact is realized in other multiple places or by a person or people with different nationalities raising a legal problem in determining the crime scene. Then, the applicable law calling for neglecting the traditional stereotypes and adopting new and innovative legal basis to suit the nature of these crimes.

رافقت التطورات الكبيرة في مجال شبكات الإنترنت والمعلومات انماطاً جرمية مستحدثة وفريدة لم تكن المجتمعات على سابق عهد بها أثارت جدلاً واسعاً تركز بشكل مباشر حول مدى مرونة واتساع التشريعات العقابية التقليدية لاستيعاب مثل هذه الانماط سيما في الجانب الاجرائي الذي تأتي هذه الدراسة لتسلط الضوء عليه فيما يتعلق بالتحديات الاجرائية التي تثيرها الجرائم المعلوماتية والمتعلقة بمدى مقبولية الدليل الرقمي وخصوصاً تلك البيانات التي لا يمكن التوصل إليها إلا من خلال استخدام تقنيات معينة وتطبيقات خاصة بإشراف خبراء في هذا المجال، ويتوقف مدى حجيتها على طبيعة النظام القضائي القائم والسلطة التقديرية الممنوحة للقاضي، ومدى اعتماد نظام الإثبات العلمي في الإثبات الجنائي؛ ويثار الإشكال أيضاً في مجال التفتيش في البيئة الرقمية الافتراضية نظراً لما تتسم به هذا البيئة من طبيعة خاصة وكذلك اتساع مسرح الجريمة المعلوماتية إلى الحد الذي تلغى معه الحدود الإقليمية مما يفرض ايجاد حلولاً قانونية لفرض التفتيش الواقع خارج حدود إقليم الدولة؛ ومن التحديات الأخرى المترتبة على سمة عدم اعتراف الجريمة المعلوماتية بالحدود الإقليمية مشكلة تنازع الاختصاص، في حال وقوع الجريمة في أي مكان فيه حسب موصول بشبكة الإنترنت وتحقق اثرها في مكان أو أماكن أخرى متعددة ومن قبل شخص أو اشخاص يحملون جنسيات مختلفة مما يثير إشكالاً قانونياً في تحديد قبل كل شيء مكان وقوع الجريمة ومن ثم القانون الواجب التطبيق عليها، الأمر الذي يدعو إلى تجاوز القوالب التقليدية واعتماد أسس قانونية مستحدثة جديدة وبما يتلاءم وطبيعة هذه الجرائم.

The increase in the number of pupils in all schools in the province of Babylon in general and the area of Hamzah West in particular due to the growing population as well as the urban development in the region, so the educational services, including primary problems and obstacles contributed to the reduction of the educational level of students, The study of the reality of the primary education service to identify the problems diagnosed and try to address or reduce them as this research included three axes, the first axis to address the reality of the primary education service in the study area and examine the geographical distribution of the primary teacher and The second axis dealt with the efficiency of the planning standards of the primary schools to determine the efficiency of the preparation of schools for the number of pupils and the preparation of pupils for the numbers of the population as well as the preparation of teachers for students and the environment (attended - Rural), while the third axis to stand on the challenges and problems facing primary education in the study area and ways to address them

ان الزيادة التي حصلت في اعداد التلاميذ في جميع مدارس محافظة بابل عامة وناحية الحمزة الغربي خاصة نظرا للنمو السكاني المتزايد فضلا عن التطور العمراني الذي تشهده الناحية ، لذا فقد واجهت الخدمات التعليمية ومنها الابتدائية مشاكل ومعوقات ساهمت في التقليل من المستوى التعليمي لدى التلاميذ ، مما استوجب دراسة واقع خدمة التعليم الابتدائي للوقوف على المشاكل وتشخيصها وسبل معالجتها او التقليل منها, اذ شمل هذا البحث على ثلاثة محاور ، جاء المحور الاول ليناقش واقع حال خدمة التعليم الابتدائي في منطقة الدراسة وبحث التوزيع الجغرافي للمدارس الابتدائية وتوزيع التلاميذ والمعلمين والشعب, فضلاً عن معدلات الالتحاق بهذه المدارس حسب البيئة ( حضر – ريف )، اما المحور الثاني فقد تناول كفاءة المعايير التخطيطية لمدارس التعليم الابتدائي لمعرفة كفاءة اعداد المدارس بالنسبة لأعداد التلاميذ واعداد التلاميذ بالنسبة لأعداد الشعب وكذلك اعداد المعلمين بالنسبة للتلاميذ وحسب البيئة ( حضر – ريف )، فيما كان المحور الثالث ليقف على التحديات والمشاكل التي تواجه التعليم الابتدائي في منطقة الدراسة وسبل معالجتها 0
