AbstractThe aim of this research is to test the relationship of influence and correlation between strategic performance and its five dimensions (financial dimension, after internal processes, after internal customer satisfaction, after learning and growth, environmental and social dimension), by adopting international indicators in agricultural projects To determine the extent of the differences between the research variable and its dimensions, and then try to come out with a number of recommendations that contribute to the evaluation of agricultural projects and their performance by diagnosing and treating deviations, and based on the importance of the research topic in agricultural institutions. Institutions of the Environment and Society The methodology (descriptive analysis) was adopted in completing this research. Data were collected from 78 respondents representing the research community, exclusively and comprehensively, namely (the general manager and his assistant, project managers, heads of departments, (43), using personal interviews as an aid in their collection, and the research on Excel2010, Amos.V18, SPSS (V23), with the methods of descriptive statistics (percentage, standard deviation, arithmetic mean, regression Simple linear, multiple linear regression, coefficient of selection) to force test His. The results of the research were a number of conclusions, including the start of new projects without the completion of old ones, and the same team, which leads to more situations (confusion and waste) of time and effort, noted neglect of analysis of the environment of external and internal projects, under the strengths and weaknesses of the projects, Weak supervision and control programs, weak regulations and project control standards, which may not be commensurate with the project conditions and actual reality, as well as the fact that these standards are general for all projects, without considering the specificity of each project.

المستخلص يهدف هذا البحث , الى معرفة مدى توفر ابعاد الاداء الاستراتيجي الخمسة (البُعد المالي , بُعد العمليات الداخلية , بُعد رضا الزبون الداخلي , بُعد التعلم والنمو , البُعد البيئي والاجتماعي ) للمشاريع الزراعية لدائرة وقاية المزروعات الممولة مركزياً باعتماد مؤشرات دولية من خلال دراسة تلك المشاريع وتقييمها باستخدام بطاقة الاداء المتوازن, مع تحديد مدى وجود الفروقات (ذات الدلالة الاحصائية) بين متغير البحث وابعاده , ومن ثم محاولة الخروج , بجملة توصيات تساهم في تقييم المشاريع الزراعية ورفع اداءها , وانطلاقاً من (اهمية موضوع البحث) في المؤسسات الزراعية , واهمية هذه المؤسسات للبيئة والمجتمع , اعتمد المنهج (الوصفي التحليلي)في انجاز هذا البحث , اذ جمعت البيانات من (78) مستجيباً يمثلون مجتمع البحث, بشكل حصري وشامل , والمتمثل بـــ ( المدير العام ومعاونهُ , مدراء المشاريع , رؤساء الاقسام , وبعض مسؤولي الشعب ) باعتماد قائمة الفحص المعياري والتي تضمنت (43) فقرة , واستعين بالمقابلات الشخصية , كأداة مساعدة في جمعها , واعتمد البحث على برنامج (Excel2010 , Amos.V18 , SPSS. V23) , مع اعتماد اساليب الاحصاء الوصفي ( النسبة المئوية , الانحراف المعياري , المتوسط الحسابي , الانحدار الخطي البسيط, والانحدار الخطي المتعدد , معامل التحديد ) لاختبار فرضياتهُ. وخرج البحث بمجموعة من الاستنتاجات منها, البدء بمشروعات جديدة دون اكتمال القديمة منها , ولنفس فريق العمل , الامر الذي يؤدي لمزيد من حالات (الارباك والهدر) للوقت والجهد ,لاُحِظّ اهمال تحليل بيئة المشروعات الخارجية والداخلية ,في ظل نقاط القوة والضعف التي تمتلكها المشروعات , كذلك ضعف في برامج الاشراف والمراقبة , لضعف اللوائح ومعايير الرقابة على المشروع , والتي قد لا تتناسب مع ظروف المشروع و واقعهُ الفعلي ,فضلاً عن كون تلك المعايير عامة لكافة المشروعات , دون النظر في خصوصية كل مشروع .

AbstractAgricultural loans play an important role in the growth and stimulation of agricultural investment opportunities in Iraq, as well as the sustainability and development of existing agricultural projects. The agricultural sector is characterized by the specific conditions of seasonal production and fluctuations in production conditions, which makes the situation of uncertainty more acute in this sector, the need for any agricultural project for financing is urgent and continuous if it wants to continue production and development at all stages. The study proved the impact of agricultural loans in increasing investment and agricultural production at specific times, However, the fluctuation of funding, and its dependence on investment allocations in the general budget mainly led to the decline and failure of agricultural projects in Iraq, and the security, political, social and economic reasons, as well as the fluctuation of government support and weak infrastructure, all factors led to the destabilization of confidence and high degree of risk and uncertainty In agricultural investment. The study came with effective conclusions and recommendations to determine the determinants of agricultural investment in Iraq and to propose solutions to address them.

المستخلص للقروض الزراعية دور مهم ومؤثر في نمو وتحفيز الفرص الاستثمارية الزراعية في العراق، فضلا عن ديمومة وتطور المشاريع الزراعية القائمة. فالقطاع الزراعي يتسم بخصوصية ظروف انتاجه الموسمية والتقلبات في الظروف الانتاجية، مما يجعل حالة عدم التأكد اكثر حدة في هذا القطاع، عليه فحاجة أي مشروع زراعي للتمويل تكون ملحة ومستمرة اذا ما اراد الاستمرار بالإنتاج والتطور في جميع مراحله. وقد اثبتت الدراسة اثر القروض الزراعية في زيادة الاستثمار والانتاج الزراعي في اوقات محددة، الا ان تذبذب التمويل، واعتماده على التخصيصات الاستثمارية في الموازنة العامة بالدرجة الاساس ادى الى تراجع وفشل المشاريع الزراعية في العراق، كما ان الاسباب الامنية والسياسية والاجتماعية والاقتصادية، فضلا عن تذبذب الدعم الحكومي وضعف البنى التحتية، جميعها عوامل ادت الى زعزعة الثقة وارتفاع درجة المخاطرة واللايقين في الاستثمار الزراعي. وقد جاءت الدراسة باستنتاجات وتوصيات ناجعة للوقوف على محددات الاستثمار الزراعي في العراق وطرح الحلول لمعالجتها.
